He is looking for opportunities to serve his community in the future. He thanked all those that helped to get him elected and connected with the community. He thanked his family for all of their support. He sincerely thanked the City Staff for everything that they have done while he was on the City Council. He thanked the City Council for their friendship and working relationship. He thanked Stan Henry for his leadership, he thanked Greg Pettis for being a rock, Mark Carnevale for his focus on the homelessness issues in the valley and John Aguilar for his focus on neighborhoods, Hispanic community and jobs for the residents. He is confident that the two new councilmembers will continue to move Cathedral City forward. He thanked the residents for voting him onto Council and for their support during the time he has been on the Council. He feels very good about the progress the Council has made over the past four years and expressed his appreciation and honor to be able to serve the residents. He wished the City Council and staff all the best moving forward. He feels that everyone can move forward if we can work together. Councilmember John Aguilar expressed his gratitude and thanks to Stan Henry and Shelley Kaplan for their leadership and relationships. He wished them both well. Mayor Stan Henry thanked staff for everything that they do. He thanked the community, those they serve. He feels that the Council has accomplished a lot over the past four years and will continue to make progress moving forward. He congratulated Mark Carnevale for his reelection. He commended Shelley Kaplan for his work on the Council. He congratulated Raymond Gregory and Ernesto Gutierrez on being elected to the City Council. He thanked his wife Julie for always being supportive. 1. CONSENT AGENDA Motion to approve the following Consent Agenda Items: RESULT: APPROVED [UNANIMOUS] MOVER: John Aguilar, Councilmember SECONDER: Shelley Kaplan, Councilmember AYES: Henry, Kaplan, Carnevale, Pettis, Aguilar A. Declaration of Results for the November 6, 2018 Municipal Election Recommendation: Staff recommends the City Council adopt a Resolution declaring the results of the November 6, 2018 election as certified by the Riverside County Registrar of Voters. Reso 2018-55 B. Amended and Restated Purchase, Sale and Performance Agreement with the City Urban Revitalization Corporation and Cathedral Canyon Development for the Sale of Property at the Southeast Corner of West Buddy Rogers and East Palm Canyon Drive Recommendation: Staff recommends the City Council authorize the execution of an Amended and Restated Purchase, Sale and Performance Agreement between the City of Cathedral City, as the Housing Successor Agency, the City Urban Revitalization Corporation and Cathedral Canyon Development LLC, for the disposition of approximately 2 acres of vacant land at the southeast corner of East Palm Canyon Drive and Buddy Rogers, subject to the final legal review by the City Attorney's office. M.O. 7052 C. Approval of Study Session and City Council Minutes Recommendation: Staff recommends the City Council approve the Study Session and City Council Minutes provided for review. M.O. 7053 • SWEAR-IN NEWLY ELECTED OFFICIALS City Clerk, Tracey Martinez, swore in the newly elected Councilmembers, Raymond Gregory and Ernesto Gutierrez. Cathedral City Pa g e 2 Printed on 6/25/2019 • PLEDGE OF ALLEGIANCE - Cathedral City High School ROTC The Cathedral City High School ROTC presented the Colors and Councilmember John Aguilar led the Pledge of Allegiance. • NATIONAL ANTHEM - Cathedral City High School Choir The Cathedral City High School Choir sang the National Anthem. • INVOCATION - Reverend Clinton Crawshaw, Metropolitan Community Church Reverend Clinton Crawshaw, Metropolitan Community Church offered the Invocation. • TRIBAL BLESSING Sean Milanovich, Aqua Caliente Band of Cahuilla Indians, offered a tribal blessing over the City Council. • ROLL CALL Attendee Name Title Status Gregory S. Appointment of Mayor and Mayor Pro Tem Recommendation: Staff recommends that, in accordance with Section 2.04.180 of the Municipal Code, the City Council appoint Greg Pettis to serve as Mayor for a one-year term through the first Council meeting in December 2019; and appoint Mark Carnevale to serve as Mayor Pro Tern for the same term. Cathedral City Page 3 Printed on 6/25/2019 Mayor Pettis presented gifts from the Council and Administrative Staff to outgoing City Clerk Gary Howell, outgoing Councilmember Shelley Kaplan and outgoing Mayor Stan Henry. 3. COUNCIL COMMENTS Mayor Pro Tern Mark Carnevale introduced his morn, his wife, his daughter and her family and his son that were in the audience. He thanked his family for all of their support. He thanked several individuals for all of their help and support throughout his campaign. He thanked the Council for their appointment as Mayor Pro Tern. He is looking forward to working with everyone in the corning years as we continue to move the City forward. He thanked the citizens for their vote to represent them. Councilmember John Aguilar extended his congratulations to Councilmembers Gutierrez and Gregory. He acknowledged his family and friends in the audience. Councilmember Raymond Gregory thanked his team that helped with his campaign. He has met a lot of people during this campaign and looks forward to working with them in the future. He introduced his family and friends and thanked them for all their support. He also introduced and thanked his husband for all of his support and help. Councilmember Ernesto Gutierrez stated that he is looking forward to working with the Council and staff. He thanked all of those who worked on his campaign, without the support of his family and friends he would not be where he is today. He introduced Aphrodite and thanked her for her support and all that she does. Mayor Greg Pettis knows that this Council and the residents will make Cathedral City the best City ever. He stated that he is so proud of the Cathedral City High School choir and band. He thanked the Fire Department for being at the meeting and for all of their support throughout the years. He introduced several individuals that were in attendance and thanked them. He thanked everyone for working with the new Council. He announced that the City Council will be holding a goal setting workshop in January and shared a few of his ideas that he will be presenting to the City Council for discussion. • STATEMENT OF PARTICIPATION BY THE CITY CLERK 4. PUBLIC COMMENT Paul S. Marchand, former Councilmember, was called to speak. He congratulated the newly elected council members. He thanked Stan Henry for all of his service as a Police Officer, Councilmember and Mayor. He wished them all well. George Brain, Cathedral City resident, was called to speak. He stated that they are part-time residents and enjoy their time here in the City. He encouraged the Council to have discussion regarding the LLD for the parks in the City. He feels everyone should pay their fair share. Simone Sheffield, Cathedral City resident, was called to speak. She thanked Chief Travis Walker for all of his work and the work of the Police Department. She also thanked the Code Enforcement Department. He congratulated Councilmember Gutierrez publicly for his successful election and thanked Councilmember Gregory for his help. He stated that he plans to remain involved and is looking forward to it. He congratulated everyone. • BLESSING - Rabbi Kreimann Rabbi Kreimann offered a blessing over the City Council.
