The meeting was called to order at 6:42 PM by Mayor Mark Carnevale.

Mayor Pro Tem John Aguilar led the Pledge of Allegiance.
• INVOCATION (MOMENT OF REFLECTION)
Councilmember Ernesto Gutierrez asked that everyone join him in a moment of
silence in memory of Carma Gibson, a member of City Staff that recently passed
away. She will be greatly missed. Following the moment of silence, he offered the
Invocation.

• SPECIAL PRESENTATIONS
1. Presentation - Coachella Valley Mosquito and Vector Control
Jeremy Wittie, General Manager Coachella Valley Mosquito and Vector Control,
provided an update on the West Nile Virus and what the District is doing to control
vector in Cathedral City and throughout the Valley.
2. Recognition - Outgoing Commissioners and Task Force Members
City Manager, Charles McClendon, announced that Christian Sesma is an outgoing
member of the Public Arts Commission and that he was unable to attend the
meeting this evening for recognition. On behalf of the City Council, staff will be
sending him a certificate of appreciation for his service on the Public Arts
Commission.

1. PUBLIC COMMENT
Jeff Bergen, Cathedral City resident, was called to speak. He spoke on Short Term
Vacation Rentals. He feels there are no mechanisms to enforce the rules that the
Task Force will recommend. He feels that the Council needs to say no and he
suggested an immediate increase in fines to off-set the cost of enforcement and
implement a sunset clause for non-owner occupied residents.
Brad Anderson, Rancho Mirage resident, was called to speak. He reported there
was a death in Imperial County related to the West Nile Virus. He feels that the issue
can be fixed and that the management of the district is the issue.
Rita Lamb, Cathedral City resident, was called to speak. She stated that Bob
McKechnie, Executive Director of the Senior Center, is retiring and requested that
the City Council recognize him for his work.
2. COUNCIL REPORTS
Councilmember Raymond Gregory stated that he hopes everyone had a nice 4th of
July holiday. He reported that he attended the Riverside County Transportation
Commission meeting where the commission is looking towards the future. He
reported that there was a final approval for funding for a train platform in Indio.
Councilmember Ernesto Gutierrez reported that he attended the Greater Palm
Springs Convention and Visitors Bureau meeting and reported on the results of a
survey that was conducted. He stated that Coachella Valley ranked high for future
potential growth for tourism. He indicated that they need to continue to innovate and
bring new attractions to the Coachella Valley.
Mayor Pro Tem John Aguilar reported that he attended the Shelter from the Storm
Executive Board of Directors Meeting. He also attended, along with Mayor
Carnevale, City Manager McClendon and Stone James, a meeting with Supervisor
Perez' Office and Riverside County Department heads regarding the construction of
a new medical facility in the community.
Mayor Mark Carnevale reported that the Cooling Center at the Community
Presbyterian Church is running well with no serious problems.

C. Amendment to the Regulations covering Executive, Administrative,
Professional, Confidential and other Particular Employees
Recommendation: To approve amendments to the regulations as identified in
the summary covering Executive, Administrative,
Professional, Confidential and Other Particular Employees to
include Cost of Living Adjustment; Holidays/Float Hours;
Holidays on Weekend Days, Enrollment in Group Insurance
Plans, and Enrollment in Group Insurance Plans upon
retirement.

Cathedral City and the American Federation of State,

A. Purchase of Vehicles for the Police Department.
Recommendation: To authorize the Police Department (CCPD) to purchase
eight (8) replacement 2020 Ford Police Interceptor Utility
emergency patrol vehicles; two (2) replacement 2020 Ford
Fusion unmarked emergency vehicles; and one (1) Ford
Police F-150 Crew-cab Truck (patrol-ready).

A motion was made by Councilmember Gregory and seconded by
Councilmember Gutierrez to authorize the Police Department (CCPD) to

Abatement Costs
Recommendation: To adopt a resolution confirming assessments against
various property owners for nuisance abatement costs and
providing for collection.

Councilmember Gutierrez to adopt a resolution confirming assessments against
various property owners for nuisance abatement costs and providing for
collection.

C. Cathedral City Community Amphitheater Park Fees
Recommendation: To enact the proposed Cathedral City Community
Amphitheater park usage fees to recover city costs and
maintain a reserve towards maintenance and upkeep.
Christopher Parman, Community and Events Manager gave an overview on the
proposed park fees for the Cathedral City Community Amphitheater.
Eric Vail, City Attorney, suggested the Council consider reserving the right to
impose a percentage fee.

A motion was made by Councilmember Raymond Gregory and seconded by
Councilmember Ernesto Gutierrez to adopt the proposed Cathedral City
Community Amphitheater Park usage fees as the standard fees with the City and
Council reserving the right to charge an additional percentage of gate and/or
sales fees when appropriate to do so or offer reduced rates to groups when the
event is beneficial to the City and such decisions made by the City Council.

discuss Item 7.C. Items 7.A. and 7.8. were discussed during the Study Session
portion of the meeting and will be reflected in the Study Session minutes of July 10,
2019.

The City Council reconvened at 8:30 p.m.
Eric Vail, City Attorney, announced that the City Council met in Closed Session to
discuss item 7.C. Conference with Real Property Negotiator for approximately 13.5
acres south of East Palm Canyon at Date Palm Drive with no reportable action
taken.

CCPFA, and CCFMA, Item 1.8 Conference with Real Property Negotiator for
approximately 1.8 acres bounded by Avenida Lalo Guerrero on the north, George
Montgomery Trail on the east, East Palm Canyon on the south and CV Rep Theater
on the west with an APN 687-475-001, there was no reportable action taken. Item
1.C. will be heard during the Regular Meeting and will be reflected in the Regular
Meeting minutes of July 10, 2019.

There were no members of the public that wished to address the City Council.
3. STUDY SESSION
A. General Plan Update
Recommendation: This item is presented for information, discussion and
direction only.
Frank Barrena, Cathedral City resident, was called to speak. He supports the
plan that is being presented to the City Council.
Carina Romero-Castro, Highroad Consulting Group, was called to speak. She
proposed to include the property located at 67625 East Palm Canyon Drive in the
proposed CVP2 commercial business park district. They feel that there will be
little public opposition. She thanked Council for their time and consideration.
David Lamb, Cathedral City resident, was called to speak. He supports the
General Plan and having the business park. He also suggested allowing zero

lot-lines. He feels an infrastructure proposal could possibly get grants from the
Federal Government and he offered his help.
Shelley Kaplan, Cathedral City resident, was called to speak. He discussed the
downtown commercial district in District 1 and requested changing a section
between D Street and Terrace Road back to residential zoning.
Councilmember Ernesto Gutierrez suggested leaving Perez Road as it is.
Councilmember John Aguilar reported that there are considerable public
comments from galleries about creating an arts district on Perez Road. He would
like to keep in mind the goal of making the road more pedestrian friendly.
Councilmember Raymond Gregory suggested making Perez Road more
pedestrian friendly without restricting traffic.
Charles McClendon, City Manager, indicated that the plan is to have a joint
Planning Commission and City Council meeting in September or October to
discuss further. He indicated that there will be time for the public to express their
concerns.
B. Update on Student Creative Recycling Art Program (S.C.R.A.P. Gallery)
Recommendation: The Student Creative Recycling Art Program (S.C.R.A.P.
Gallery) Program update is presented for City Council
information and discussion.
Deanna Pressgrove, Environmental Conservation and Public Works Manager
gave an update on the S.C.R.A.P. Gallery program.
Councilmember Raymond Gregory requested that Council be informed on the
future activities that the S.C.R.A.P. Gallery are doing, so that Council can show
support and learn more.
C. 2019 Council Goal Update: Ambassador Program
Recommendation: This item is presented for information, discussion and
direction only.
Stone James, Economic Development Director, gave an update on the 2019
Ambassador Program. He indicated that he is looking into ways to get
information out to residents. At the request of Council, he will work with the
Police Department on their app and the Senior Center to get them involved.
Councilmember Raymond Gregory feels that we are headed in the right direction.
He suggested that staff work with Deanna Pressgrove and businesses to include
coupons in the annual booklet mailers.
Councilmember Ernesto Gutierrez discussed a company called Welcome Home.
He feels they could be beneficial and he would look for information to share.
D. Service Line Warranty Program (SLWA)
Recommendation: The Service Line Warranty Program is presented for City

Council information, discussion and direction.
John Corella, Director of Engineering and Public Works, gave an overview on the
Service Line Warranty Program (SLWA).
It was the consensus of the City Council to bring back an item for a vote at the
next City Council Meeting to discontinue the program.
E. Review of Park Policy and Small Events
Recommendation: Staff will provide a presentation on the policies applied to the
Parks within the City and updates on smaller events held at
the Parks.
John Corella, Director of Engineering and Public Works gave an overview on the
Park Policy.
Christopher Parman, Community Events Manager gave an overview on Small
Events.
Charles McClendon, City Manager, suggested that they start with a few of the
proposed small events and evaluate as they go.
