There were no members of the public that wished to address the City Council.
2. STUDY SESSION
A. Commission and Committee Interviews
Recommendation: Interview applicants for the vacant seats on various Council
appointed Commissions and Committees.

The City Council will be making appointments to the Commissions/Committees
during their regular meeting on June 26, 2019.
B. Presentation from SoCal Gas on Energy Choice
Recommendation: This item is presented for information, discussion and
direction only.
Deborah McGarrey, SoCal Gas, provided information related to energy choice
and the role of natural gas in a balanced energy approach. She encouraged the
City Council to agendize a resolution supporting balanced energy solutions and
maintaining local control of energy solutions.
Alan Carvalho, Cathedral City resident, was called to speak. He questioned who
is behind eliminating natural gas. He feels that everyone should have a choice
and can't imagine not using gas. He feels that the expense of converting to all
electric and purchasing new appliances seems crazy.
It was the consensus of the City Council to direct staff to agendize a Resolution
supporting balanced energy solutions and maintaining local control of energy
solutions, as suggested by Ms. McGarrey, for a future City Council meeting.
C. Update from the Parks and Community Events Commission
Recommendation: This item is presented for information, discussion and
direction only.
Danny Lee, Parks and Community Events Commission, stated that the
Commission would like more involvement on items related to their purview and
more of an advisory role to the City Council. They also would like to have an
expectation from the Council on how they would like the Commission to report
back to the Council so that they can be effective. He suggested that the
Commission do a similar meeting as City Hall at Your Corner to get input from
the community on their needs.

Alan Carvalho, Chairman of the Public Arts Commission, was called to speak.
He reminded Commissioners of their obligation to initiate what they feel needs to
be done and to get guidance from the staff liaison and the City Council. There
are a lot of things being accomplished and the City continues to move forward.
It was the consensus of the City Council to create a Council sub-committee of
Councilmembers Gregory and Gutierrez to meet with a Parks and Community
Events Commission subcommittee and to report back to the City Council.
Council also supports looking into holding meetings within the districts with
Council and Commission members to hear the needs and concerns of the
community related to Parks and Community Events.
D. Revised Start Time for Study Session
Recommendation: This item is presented for information, discussion and
direction only.
It was the consensus of the City Council to begin the Study Session Meetings at
4:00 p.m. Closed Session will be held from 4:00 to 4:30 p.m. with the regular
portion of the Study Session Agenda beginning at 4:30 p.m.
E. Cannabis Applications and Operating Business Status
Recommendation: This item is presented for information and discussion only.
Leisa Lukes, Cannabis Licensing Manager, provided an update on the City's
local license applications for cannabis operations and cannabis businesses
currently operating within the City. Robert Rodriguez, Director of Planning and
Building, provided an overview on the Conditional Use Permit process for
cannabis licenses. Before and after photographs were shown to display the
public/private investments that has taken place with many locations throughout
the community.
F. Report from the Cannabis Task Force
Recommendation: This item is presented for information, discussion and
direction only.
City Manager McClendon will provide an update at the beginning of the Regular
City Council Meeting of June 26, 2019.
3. CLOSED SESSION
Deputy City Attorney, Al Ford, announced that the City Council will meet in Closed
Session to discuss the following items listed on the Agenda.

The City Council recessed to Closed Session at 6:12 p.m.
The City Council reconvened at 6:35 p.m.
Deputy City Attorney Al Ford, announced that the City Council met in Closed
Session to discuss Item 3A. Conference with Legal Counsel related to Anticipated
Litigation, one case and Item 38. Conference with Labor Negotiator. The Council
did not complete their discussion during this time, they will resume discussion in
Closed Session at the end of the Regular City Council Meeting of June 26, 2019 and
the action will be reflected in those minutes.

1. PUBLIC COMMENT
Simeon Den, Agnes Pelton Society, was called to speak. He thanked the Council for
their support and sponsorship over the years. He indicated that they will not be
requesting a sponsorship in the future.
Allen Worthy, Palm Springs, was called to speak. He discussed the crime and
criminals in the City and surrounding cities. He also expressed his concern with staff
not returning his phone calls.
Karen Panico-Willis, Cathedral City resident, was called to speak. She expressed
her concerns with how calls are handled by dispatch, particularly priority one calls.
She requested that the Department evaluate how calls into dispatch are handled.
She announced that she resigned from the Police Chief's Counsel due to the lack of
communication she could provide to the community. She feels that the City has
changed and neighborhoods are not the same with short term renters moving in and
out.
Rita Lamb, Cathedral City resident, was called to speak. She stated that she
attended the Amateur Radio Digital Electronic Network (ARDEN) workshop at Hot
Purple Energy. She feels ARDEN could be a benefit to the City and urged the City
Council to consider it.
Brad Anderson, Cathedral City resident, was called to speak. He feels that the
Coachella Valley Mosquito and Vector Control is not doing what they should be
doing as a district to protect the cities from the West Nile Virus and that they should
get outside help to assist them. He indicated that the Coachella Valley Mosquito and
Vector Control is having discussions on raising tax assessments in the coming year.
Elmer Diaz, Cathedral City resident, was called to speak. He indicated that he
applied for the vacant seat on the Planning Commission and thanked the City
Council for their consideration. He introduced himself and encouraged residents to
meet with him.
Alan Carvalho, Cathedral City resident, was called to speak. He referenced an
article in the Desert Sun related to the Fire Department and the ambulance service
that they provide. He commended the department on the good job that they do and
thanked them for their service.
2. COUNCIL REPORTS
Councilmember Ernesto Gutierrez reported that he attended a CVEP retreat, the
Southern California Wild Fire Mitigation community meeting and the CVAG Annual
Assembly Meeting. He announced that he will be attending a meeting at the Palm
Springs Convention and Visitor Bureau.
Councilmember John Aguilar reported he attended the Stonewall Humanitarian
Awards and was able to present a $10,000 check to the Transgender Wellness
Center through the Community Assistance Program. He also attended the
Coachella Valley Conservation Commission meeting, Desert Community Energy
Board Meeting, League of California Cities Mayor and Leaders Workshop and the
CVAG executive meeting. He requested that Chris Parman, Communications and
Events Manager, provide an update on the West Nile Virus.
Chris Parman, Communications and Events Manager, provided information on the
West Nile Virus in Cathedral City. He gave examples of things residents can do to
prevent mosquitoes from breeding and indicated that these suggestions are
available on the City's website and on social media.

Councilmember Raymond Gregory reported that he represented the City at the
Riverside County Transportation Committee meeting and the SunLine meeting. He
reminded everyone to be safe and have fun on the upcoming 4th of July holiday. He
suggested pet owners make plans for their pets during the fireworks.
Mayor Mark Carnevale reported that he attended the League of California Cities
meeting. He provided an overview on the proposed cooling center for the homeless
in Cathedral City and stated that the safety of the public will be a priority.

Recommendation: To authorize the purchase of two fire department
replacement emergency vehicles:
1.) A Pierce Quantum Triple-Combination Pumper from
South Coast Fire Equipment (Pierce Manufacturing
Dealership for Southern California)
2.) A 2020 Command Unit from Jessup Chevrolet
Councilmember Ernesto Gutierrez requested information on the replacement of
the fire vehicles.
Chief Wilson gave a presentation on the recommendation for the Fire
Department Vehicle replacement proposal. He explained the options and
recommendations for the old fire vehicles.
Alan Carvalho, Cathedral City resident, was called to speak. He indicated that
our sister city, Tequila, is in need of a fire truck and they would very much
appreciate the donation of our fire truck that is being replaced.

B. Approve an Urgency Ordinance to establish a temporary moratorium that
prohibits short term vacation
Recommendation: Waive further reading and adopt interim Urgency Ordinance
No. establishing a temporary moratorium on the
issuance of Short-Term Vacation Rental permits.
Simeon Den, Cathedral City resident, was called to speak. He yielded his time.
Jennifer Middle, Cathedral City resident, was called to speak. She indicated both
properties on either side of her home are short-term vacation rentals and she has
had some issues. She feels she has a right to peaceful existence in her home
and that something can be done so both can exist.
Teri Hargreaves, Cathedral City resident, was called to speak. She supports a
moratorium and urged the City Council to approve the urgency ordinance until
the City can analyze how short-term vacation rentals are affecting the
community.
Charley Bee, Cathedral City short term vacation home owner, was called to
speak. He feels the program needs to be improved and doing away with a
courtesy call will make owners more accountable. He suggested modeling
enforcement after what the City of Palm Springs does.
Tee Taylor, Cathedral City resident, was called to speak. She is opposed to the
moratorium. She stated that there are permanent residents that are nuisances.
She feels education and enforcement are key and urged the City Council to allow
short-term vacation rentals to continue.
Mike Fish, Cathedral City resident, was called to speak. He indicated that he just
purchased a home in Cathedral City for a short-term vacation rental. He does not
support the moratorium and feels there are options that need to be explored.
Cyndie Swauger, Cathedral City resident, was called to speak. She discussed
the number of short-term vacation rentals in her neighborhood, parking issues,
and noise problems. She urged the Council to consider limitations and supports a
moratorium.
Karen Panico-Willis, Cathedral City resident, was called to speak. She inquired
about mail card notifications that are supposed to be sent out when a short-term
vacation rental renews their license. She discussed backyard trash issues and
safety concerns for her grandchildren. She supports a moratorium.
Lynn Okerblom, Cathedral City resident, was called to speak. She would like the

Task Force to address a real neighborhood response hot line. She feels that
better enforcement will resolve the problems.
Jeff Bergen, Cathedral City resident, was called to speak. He feels the short-term
vacation rentals divide the community and provide nothing. He gave examples of
what a neighbor is and should be. He supports the moratorium on new permits
and a sunset clause on existing permits.
Dean O'Connor, Cathedral City resident, was called to speak. He supports a
moratorium. He feels his quality of life is hugely impacted by short-term vacation
rentals and his home value is decreasing. He feels the Task Force needs to
strengthen code compliance.
David Leonard, Cathedral City resident, was called to speak. He indicated he
would not be able to afford his mortgage without renting out his home short-term.
He does not support a moratorium and encouraged the Council to consider
everyone.
Daniel Mora, Desert Hot Springs resident, was called to speak. He stated that he
does construction remodels on short-term vacation rentals, which has allowed
him to take care of his family. He feels that the short-term vacation rentals are
boosting the economy and helping the entire valley. He also feels owners need to
be held accountable.
Jim Franklin, Palm Springs resident, was called to speak. He feels that
enforcement is key. He also feels that this is not an emergency ordinance and
the problems can be fixed. He does not support a moratorium.
Edward T. Emond-Worline, Cathedral City resident, was called to speak. He
stated that he is looking forward to working on the Task Force. He feels that there
is a problem with enforcement and feels that there are avenues to improve the
existing ordinance. He supports the moratorium.
Hector Salvatierra, Cathedral City resident, was called to speak. He feels the
problem is with enforcement and he supports a moratorium.
Boris Stark, Palm Desert resident, was called to speak. He indicated that he did
enforcement in Palm Springs on short-term vacation rentals. He encouraged
better enforcement and does not support a moratorium.
Doug Evans, Cathedral City resident, was called to speak. He stated that there
are numerous short-term vacation rentals in his neighborhood. He supports a
moratorium.
Sandra Richter, Cathedral City resident, was called to speak. She has a short-
term vacation rental behind her home and feels enforcement is important. She
supports the moratorium.
Amanda Hoffman, General Manager for Rental Palm Springs, was called to
speak. She supports strong policies and ordinances and does not support a

moratorium.
Lindsay Jones, Palm Springs resident and local vacation home operator, was
called to speak. She feels that the majority of vacation rental owners truly care
about Cathedral City. She would encourage that action be taken on the problem
sites.
Bob Hargreaves, Cathedral City resident, was called to speak. He discussed an
article on short-term vacation rentals and his experience with a vacation rental
near his home. He also feels that there is a lot that can be done to gain balance.
He supports a moratorium.
Peter Palladino, Cathedral City resident, was called to speak. He does not
support a moratorium. He feels enforcement is important and there are options
that could be considered. He suggested raising the standards.
Danny Lee, Cathedral City resident, was called to speak. He supports a
moratorium.
Abel (did not provide a last name), Cathedral City resident and Contractor, was
called to speak. He feels enforcement is key and one bad apple can ruin it for
everyone else. He does not support the moratorium.
Councilmember Ernesto Gutierrez indicated that he has met with many residents
regarding problematic short-term vacation rentals. He feels that the ordinance
needs to be reevaluated and supports a moratorium.
Councilmember Raymond Gregory thanked everyone for speaking. He
appreciates everyone sharing their personal stories. He would like to draw the
line now and is supportive of a moratorium to give the Task Force the opportunity
to do their job.
Mayor Pro Tem John Aguilar stated that the work of the Task Force is going to
be critical and the composition of the task force needs to be balanced. He also
feels there is a breakdown with the communication between departments and
code enforcement and would like the Task Force to focus on the issues.
Mayor Mark Carnevale thanked everyone for all of their comments. He feels the
City needs to have stronger regulations and enforce them. He feels that there
can be balance and the Task Force can create rules that can make a difference
and solutions to make everyone happy.

Motion by Councilmember Gutierrez to adopt an interim Urgency Ordinance
establishing a temporary moratorium on the issuance of Short-Term Vacation
Rental permits. Motion died due to a lack of a second.

Councilmember Ernesto Gutierrez announced that he would like to reconsider his
vote.

the pervious motion that failed.

of a Resolution of the City Council of the City of Cathedral City, California,
approving the Tax Roll Billing, the new adjusted Rate Schedule of Fees for
Residential, Commercial and Roll-Off for the collection, recycling and
disposal of Municipal Solid Waste and Residential/Commercial Recycling
Recommendation: To approve a rate increase on the service rates charged to

all roll-off, residential, multi-family and commercial
customers based on the Consumer Price Index ("CPI")
increase, Riverside County's disposal fee increase at Edom
Hill Transfer Station and a rate option for the collection and
proper disposal of illegal dumping within the City; and, a
Resolution approving the tax roll billing, the new adjusted
rate schedule of fees for roll-off, residential, multi-family and
commercial for the collection, recycling, and disposal of
municipal solid waste and residential/ commercial recycling.
