PUBLIC COMMENT Sergio Espericueta, Coachella Valley Mosquito and Vector Control representative for the City, gave a brief report on Mosquito and Vector Control. He indicated that he attended a summit in Sacramento and he provided information for each Council Member and a brochure for the public. He plans to provide a presentation about Mosquito and Vector Control in the future. Alan Carvalho, Cathedral City resident, was called to speak. He thanked everyone that was involved in Kidapalooza, he thought it was an amazing event. 2. STUDY SESSION A. Budget Briefing Presentation, Special Revenue Funds, Internal Service Funds and Capital Improvement Recommendation: This item is presented for information, discussion and direction as necessary. Tami Scott, Administrative Services Director, introduced the item and gave an update on the proposed General Fund Budget. She presented information on the following: • special revenue funds • internal service funds • capital improvement Chip Yarborough, Cathedral City resident, was called to speak. He commented on the proposed budget and expressed concern about laying off peace officers and unnecessary costs. He feels that having an in-house attorney and park maintenance employees, as opposed to outsourcing would be more cost effective. He also feels the new fire station is costing the city a lot of money and an analysis should be done to determine where the station should be located. He feels that the fire chief needs to be given the tools to do his job and there are areas that could be adjusted. It was the consensus of the City Council to move forward with bringing a proposed budget for approval at the next meeting. B. Pavement Management Program Review Recommendation: Staff will provide a presentation to the City Council on the City's Pavement Management Program for input, comments and direction. John Corella, Director of Engineering and Public Works, introduced the item and gave an overview of the Pavement Management Program. He presented information on the following: • street inventory, • ideal maintenance steps • ideal maintenance costs • decisions • PMP ranking • pavement master map C. Presentation on Code Compliance Division Recommendation: This item is presented for information and discussion only. Robert Rodriguez, Director of Planning and Building, introduced the item and provided an overview on Code Compliance Division. He presented information on the following: • ordinances • regulations and rules • program management • code compliance organization • area of responsibility Cathedral City Page 2 Printed on 5/23/2019 • call for service and complaints • code compliance process • compliance tools and remedies • compliance challenges and circumstances • open vs closed requests • code compliance reorganized • priorities • cannabis industry and odors He stated that the City has tried to work with the post office on cleaning up their property appearance, unsuccessfully, for years. He gave a brief overview of the proposed staff additions to his department. He introduced Donna Ybarra who will provide an overview of the training and certifications that code compliance officers receive. Eric Vail, City Attorney, stated that he will be happy to work with staff regarding the Post Office. Sergio Espericueta, Cathedral City, was called to speak. He stated that the presentation was great. He also wanted to remind the City Council that they have dual responsibility to support staff and the citizens. 3. CLOSED SESSION Eric Vail, City Attorney, announced that the City Council will meet in Closed Session to discuss the following items listed on the Agenda. Item 38 was removed from the Agenda. A. Public Employee Performance Evaluation Per Government Code Section 54957 (B) Title: City Attorney B. Conference with Real Property Negotiator Pursuant to Government Code Section 54956.8. Property Location: Approximately 13.5 acres south of East Palm Canyon Drive at Date Palm Drive Negotiating Parties: City of Cathedral City as the Successor Agency to the former Redevelopment Agency and the City Urban Revitalization Corporation Property Owner: City Urban Revitalization Corporation Under Negotiations: Price and Terms for potential sale of real property The City Council adjourned to Closed Session at 6:27 p.m. The City Council reconvened at 6:30 p.m. Eric Vail, City Attorney, announced that the City Council met in Closed Session to discuss item 3A. Public Employee Performance Evaluation. The City Council will continue discussion on item 3A in Closed Session during the Regular Meeting, which will be reflected in the Regular Meeting Minutes of April 24, 2019. PUBLIC COMMENT Nataniele Scarantino, Cathedral City High School Rotary Club, was called to speak. He announced the Cinco de Mayo event at the Senior Center and invited everyone to attend. Sue Townsley, Cathedral City resident, was called to speak. She thanked Fire Chief Paul Wilson and read a statement to express her gratitude towards the Fire Department for their services and help, during the passing of her husband. Peter Palladino, Cathedral City, was called to speak. He read from the General Plan related to historical preservation. John Rivera, Cathedral City, was called to speak. He stated that there is a common presumption that there are no historic properties in the City, however, there is a need for historic preservation moving into the future. There is a lot of history in the City. He supports forming a Historical Preservation Committee and he supports the appointment of Peter Palladino. Crossover members on committees does happen from time to time and he would hope that would continue. Hope Diamond, Coachella Valley resident and Jazz artist, was called to speak. She stated that Cathedral City is beautiful. She announced the grand opening of Frankie's Italian Bakery and Jazz Club and she welcomed everyone to attend. Beverly Gaines, Board of Directors Cathedral City Senior Center, was called to speak. She announced the Senior Center will be hosting a Sock Hop event on June 14, 2019, and invited the City Council to attend. 2. COUNCIL REPORTS Councilmember Ernesto Gutierrez reported that he attended the Salvation Army Fundraiser and the speaker did a great job. He met with several residents to discuss issues around the community which included code compliance, homelessness, and fireworks. He also attended Kidapalooza. Mayor Pro Tem John Aguilar reported that he attended the Desert Health Care District board meeting. He will also be attending the LGBTQ Veteran's Memorial and the DCE board meeting. He reported that the DCE Community Advisory Committee application will be available on April 29, 2019. He also reported that he will be attending the CVEP Meeting on Friday. He requested that Stone James provide information related to economic profile. Stone James, Economic Development Director, reported that the City is working on several initiatives to help the economic profile. He announced that a bilingual consultant will be available at City Hall to meet with business owners or potential business owners at no charge for consulting services. He also announced that the City will be hosting spanish SCORE classes on business basics and those interested can contact Ms. Valdez at (760)499-9929 for more information. Councilmember Raymond Gregory reported that he attended the Cathedral City Boys and Girls Club. He believes their programs are great and encouraged community support. He enjoyed the Easter Kidapalooza event and he stated that the city's events are better than what's going on elsewhere in the Valley. He also reported that he attended the Earth Day celebration at SunLine. Mayor Mark Carnevale reported that he attended the CVAG Homeless committee meeting and the Earth Day event at SunLine. He also attended and worked at the Cathedral City Page 2 Printed on 5/23/2019 Kidapalooza , which was a fabulous event. He announced he will be attending the Cinco de Mayo event at the Senior Center and the SCAG conference. 3. Receive and file Payment of Claims and Demands - March 2019 Recommendation: The City Council acting in its capacity for the City, the Successor Agency to the former Redevelopment Agency, the Housing Successor Agency, the Cathedral City Public Finance Authority Board, and the Cathedral City Downtown Foundation Board receive and file payment of claims and demands in the aggregate sum of$ 4,070,894 for the month of March 2019 M.O. 2019-45 B. Adopt a resolution certifying the completion of private improvements in Tract 34332-2 in Desert Princess. Recommendation: City Staff recommends that the City Council adopt a resolution certifying the completion of private improvements within Tract 34322-2; and, authorize the City Manager to file the Notice of Completion to release of the subdivision improvement agreement securities as described in the resolution. Reso 2019-07 C. Council Appointments to Coachella Valley Association of Governments Transportation Committee and Riverside County Transportation Commission Recommendation: Staff recommends the City Council ratify the appointments of Councilmember Raymond Gregory as the representative and Mayor Mark Carnevale as the alternate to CVAG Transportation Committee and Councilmember Raymond Gregory as the representative and Mayor Mark Carnevale as the alternate to Riverside County Transportation Commission. M.O. 2019-46 D. Council Subcommittee Funding Recommendation for the Community Assistance Program Recommendation: The Council subcommittee recommends the City Council approve the award of grants and sponsorships for FY 19-20 through the Community Assistance Program. Letter of Support for State Funding for Homelessness in the Coachella Valley Recommendation: Staff recommends the City Council authorize Mayor Carnevale to submit a letter of support to Governor Newsom advocating for a budget appropriation to battle homelessness in the Coachella Valley. Recommendation: City Staff recommends the City Council approve the contract award and authorize the City Manager to execute the contract with GKK Works/Cannon Design in the amount of $1,675,722.63 to construct the Stage Structure at the Cathedral City Community Amphitheater; and authorize a fifteen percent (15%) contingency in the amount of $251,359.00 for unforeseeable project construction costs for a total of$1,927,081.63; and authorize the Director of Eng./PW to issue the Notice of Award and request insurance; and authorize the City Manager (or designee) to execute change orders, if necessary, for the Stage Structure; and, authorize $100,000.00 for project management, construction inspection, soils testing services, utility services, necessary outside services and internal City support services to complete the Stage Structure. Tami Scott, Administrative Services Director, introduced the item and gave an overview on the Annual Investment Policy. Councilmember Raymond Gregory proposed forming a committee to oversee the annual investments. Tami Scott suggested utilizing the Finance Advisory Committee. Motion to approve the updated investment policy. Mother Earth's Farmacy Mural Request Recommendation: Approval of the Public Arts Commission's recommendation to approve the installation of two murals at Mother Earth's Farmacy located at 36633 Cathedral Canyon Drive. Deanna Pressgrove, Environmental Conservation and Pubic Works Manager, introduced the item and gave an overview on the Mother Earth's Farmacy mural proposal. Alan Carvalho, Chairman of the Public Arts Commission, was called to speak. He stated that legacy mural is inspiring the community and it also inspired the owners of Mother Earth's Farmacy. He supports the proposed mural and he hopes the City Council will approve this item. Motion to approve the Public Arts Commission recommendation to approve the installation of two murals at Mother Earth's Farmacy located at 36633 Cathedral Canyon Drive.
