PUBLIC COMMENT There were no members of the public that wanted to comment. 2. STUDY SESSION A. Interview Applicants for the Architectural Review Committee and Historic Preservation Committee Recommendation: Staff recommends the City Council interview the applicants that have submitted applications for possible appointment to fill one vacant seat on the Architectural Review Committee and five seats on the newly established Historic Preservation Committee. Charles McClendon, City Manager, stated that there is one vacant seat on the Architectural Review Committee and five vacant seats on the newly established Historic Preservation Committee. He stated that there was one applicant for the Architectural Review Committee and six applicants for the Historic Preservation Committee. He indicated that each individual will have 10 minutes to complete their interview and he suggested that the City Council begin with the Architectural Review Committee. He also indicated that there is an item on the Regular Meeting Agenda later this evening to make appointments to the respective committees. Stephen Burchard was interviewed for the Architectural Review Committee. Mayor Mark Carnevale inquired whether the City needed to appoint new members to the Historic Preservation Committee or can one or the other Commissions take on the responsibilities of the Historic Preservation Committee and wanted to know what the thoughts of the City Council are. Mayor Pro Tem John Aguilar stated that he would like to proceed with the process and conduct the interviews for the Historic Preservation Committee. Councilmember Ernesto Gutierrez feels that there is not a need for a separate Historic Preservation Committee and that the Architectural Review Committee could possibly take on the responsibility or even the Planning Commission. Councilmember Raymond Gregory expressed his concern with having individuals serving on multiple committees and commissions. He appreciates their commitment; however, he would like to see a broader pool. He is not opposed to combining commissions, however, he would encourage more conversation and agendize this for a future meeting for discussion. Mayor Pro Tem Aguilar again stated that he would like to conduct interviews this evening and then discuss further. Peter Palladino, Cathedral City resident, was called to speak. He stated that he bought the Agnes Pelton house 10 years ago and found out then that the City did not have a historical preservation ordinance. He expressed his concern with the time that has passed to move this forward. He believes there are homes worth preserving. Alan Carvalho, Cathedral City resident, was called to speak. He stated that the people that serve on the City's committees are volunteering their time, and they do so because they love the City. Robert Durbin, Cathedral City resident, was called to speak. He believes there are sites around the City that are worth preserving and there will be more as time goes on. John Rivera, Cathedral City resident, was called to speak. He stated that the City's committees are somewhat connected but they are very different. He believes the City has lost some treasure to demolition and there is more to be uncovered. He stated that in a city this size there is a limited pool to draw from to find individuals who have experience, which makes it hard to avoid conflicts and Cathedral City Page 2 Printed on 6/06/2019 overlaps on committees. Motion to defer this item until the Council can have a more in depth discussion during a future Study Session meeting regarding the number of potential historic properties, their position on whether commissioners shall serve on more than one commission and alternatives for the responsibilities of the Historical Preservation Committee. Biennial Budget Overview Discussion Recommendation: This item is presented for information and discussion only. Tami Scott, Administrative Services Director, introduced the item and gave an overview on the biennial budget. Councilmember Ernesto Gutierrez expressed concern with the Fire Department's overtime and the costs of ambulance services. He would like a presentation from Fire Chief Wilson to get an overview and discuss it further. Chief Wilson stated that using an outside source for ambulance services would cause a decline in the quality of service. Outsourcing would also risk laying off twelve employees. He discussed options of reducing costs of using the Cathedral City High School pool for public use. Mayor Mark Carnevale suggested that Councilmember Ernesto Gutierrez sit down with Fire Chief Wilson to get an overview on the topics of his concerns. He stated that the Council's number one commitment is to the residents and they need to make sure the quality of services does not decline, and he would like to wait on discussion on ambulance services until there are five council members. Mayor Pro Tem John Aguilar is not in favor of spending money on researching alternative ambulance service options. He would like to wait on discussion until there are five council members. Councilmember Raymond Gregory believes that all city operations should be subject to review and he is not opposed to having a general discussion about the ambulance services the City provides before spending any money researching it. He believes there is funding for the Cathedral City High School pool for public use and he would like to keep the discussion open moving forward. Alan Carvalho, Cathedral City resident, was called to speak. He supports having the City's own ambulance services and he does not want it to be outsourced. He stated that there are ways to save money and to raise money. C. Homeless Program Update Cathedral City Page 3 Printed on 6/06/2019 Recommendation: Staff will provide an update on Police department engagement with the various service providers within the Coachella Valley to address homelessness in the community and discuss ways in which additional resources can be directed to the effort. Nancy Ross, Cathedral City resident, was called to speak. She thanked Officer Hodge for his service. She suggested using Riverside University Health System to help combat the homelessness in the City, rather than adding another officer. It was the consensus of the City Council to add funding for a second Homeless Liaison Officer into the 2019/2020 budget. 3. PUBLIC COMMENT Alan Carvalho, Cathedral City resident, was called to speak. He thanked everyone that attended the LGBT Days events. He stated that it was an incredible success with the largest attendance they have had. He thanked the City Council for their support. 2. COUNCIL REPORTS Councilmember Ernesto Gutierrez had no report. Mayor Pro Tern John Aguilar reported that he, along with City Manager Charles McClendon, met with Thomi Clinton and took a tour of the Transgender Health and Wellness Center. They discussed the funding needs for the facility. He also attended the CVB event with Leisa Lukes, Cannabis Licensing Manager. He met with representatives from the Charles Company regarding graffiti cleanup and redevelopment plans for their site. He also attended the League of California Cities Executive meeting and he announced that a legislative update will be given at their next meeting which will be held on May 13, 2019, at the Living Desert. Councilmember Raymond Gregory reported that he met with residents to discuss issues and concerns. He attended the dedication of the rainbow crossing to former Mayor Greg Pettis, the Caesar Chavez event in Palm Springs, and the CVAG Transportation Committee Meeting. He asked Chris Parman to provide information on the upcoming Kidapalooza Easter event. Chris Parman, Communications and Events Manager, gave a brief overview of the upcoming Kidapalooza Easter event. Mayor Mark Carnevale reported that he attended the City Hall at Your Corner meeting. He, along with Police Chief Walker, met with Path of Life Ministries to discuss how to work together on homelessness. He also reported that he attended the Puff Parlor grand opening. He stated that he will be attending the United Way breakfast and the DVBA meeting where they will discuss the new sports complex in Thousands Palms. He will also be attending the Rancho Mirage State of the City. 3. Authorization for Elevator Door Motor Replacement and Upgrade in the Police Department side of the Civic Center Building. Recommendation: Staff recommends the City Council authorize a complete upgrade of the front and rear door motors of the west elevator located in the Cathedral City Civic Center Police Department side of the building in the amount of$45,177 as provided in the cost estimate by the current service provider and original installer, KONE; and, authorized a material tax (not included in the cost estimate) in the amount of $1,308.33; and authorize a ten percent (10%) contingency for any unforeseeable parts and repairs for a cost of $51,133.86; and authorize the City Manager to execute all repair orders required to complete the work; and, authorize a General Fund budget amendment to fund the repair work . Authorize the City Manager to negotiate and approve an Indemnification Agreement between the City of Cathedral City and the City of Desert Hot Springs (DHS) for DHS installed and maintained landscaping improvements proposed at Palm Drive and Paul Road . Recommendation: City Staff recommends the City Council authorize the City Manager to negotiate and approve an Indemnification Agreement between the Cities of Cathedral City and Desert Hot Springs (DHS) for DHS installed and maintained landscaping improvements proposed at the northeast corner of the intersection of Palm Drive and Paul Road. Adopt the 2019 Citywide Speed Limits Survey - Second Reading Recommendation: Staff recommends the City Council provide second reading, by title only, and adopt an Ordinance establishing the 2019 Citywide Speed Limits in the City of Cathedral City. SB 821 Bicycle and Pedestrian Facilities Program Funding Application Recommendation: Staff recommends the City Council authorize the submittal of SB 821, Bicycle and Pedestrian Facilities Program funding application for three (3) potential sidewalk and bike lane improvement Projects; and, authorize the Director of Engineering/Public Works to authorize a Task Order under the Annual Contract for Traffic Engineering Services with Albert A. Webb and Associates to provide engineering assistance and complete the Application(s) for the SB 821, Bicycle and Pedestrian Facilities Program funding program; and, authorize the City Manager to sign all applications/letters for the Funding Program; and, if awarded the grant authorize a not to exceed participation amount of $125,000 from the City's Traffic Safety Fund. Official Name for Commons/Heritage Amphitheater Park Recommendation: City Staff recommends the City Council officially name the new Commons/Heritage Amphitheater Park based on the top names recommended by the Parks and Community Events Commission. John Corella, Director of Engineering and Public Works introduced the item and gave a brief overview on the recommendation to officially name the Commons/Heritage Amphitheater. Shelley Kaplan, Cathedral City resident, was called to speak. He believes it is important to use the word "Community"in the name of the amphitheater. Alan Carvalho, Cathedral City resident, was called to speak. He stated that naming the amphitheater should not be a popularity contest and it is the City Council's decision to make. Motion to officially name the new Commons/Heritage Amphitheater Park as "Cathedral City Community Amphitheater".
