Mayor Stan Henry called the Special Meeting of the City Council to order at 8:00 a.m.

1. PUBLIC COMMENT
There were no public comments.
2. UPDATE ON GOALS FOR 2016
2.A. 2017-40 Update on Achievement of City Council Goals for 2016
Recommendation: This item is presented for information, discussion and direction only.
City Manager Charles McClendon gave an overview of the achievement of the City Council Goals for 2016.
3. ECONOMIC DEVELOPMENT UPDATE
3.A. 2017-28 Economic Development Update
Recommendation:
This item is rovided for information, discussion and direction only.

Economic Development Director Curt Watts, indicated that an Economic Development Strategic Plan will be
prepared based on the recent SWOT analysis that was conducted. He presented information to Council to help
assist with discussion on identifying elements for this plan.
4. UPDATE ON EVENTS AND COMMUNICATIONS
4.A. 2017-34 Communications and Special Events Update
Recommendation: Staff will present to the Council an update on the City's communications

and Special Events.
Communications and Events Coordinator Chris Parman,presented the City Council with an update on
communications and special events and proposed plans to enhance the City's communications and events
moving forward.
5. FINANCIAL UPDATE
5.A. 2017-08 FY 2016/2017 General Fund Mid-Year Review and Budget Update
Recommendation: Receive and File
Adminisrative Services Director, Tami Scott,presented a FY 2016/2017 Mid-Year General Fund Year Review and
Budget Update to the City Council.

6. GENERAL PLAN UPDATE
6.A. 2017-37 General Plan Update
Recommendation:
Receive an update on the Cathedral Ci ty G eneral Plan, and provide
direction.
Community Development Director, Pat Milos,gave some background on the City's current General Plan. He
stated that based on major factors that have taken place since the inception of the General Plan, there is a need
for a comprehensive approach to updating it.
7. DISCUSSION ON GOALS AND PRIORITIES
7.A. 2017-43 Discussion on Council Goals for 2017
Recommendation: Provide Direction to Staff on the Goals of the City Council for 2017.
City Manager, Charles McClendon, indicated that staff is once again looking to the City Council for direction on
their goals to be implemented by staff for 2017. The City Council provided a list of goals for staff to bring back in
a Resolution for approval establishing the formal list of Goals for 2017.
8. COUNCL APPOINTMENTS TO LOCAL AGENCIES
8.A. 2017-04 Council Appointments to Various Local Agencies
Recommendation: Staff recommends that the City Council review the list of Local Agency
Assignments and discuss appointments to the various agencies.
The City Council made the following local agency assignments that will be brought back to the City Council for
ratification:

9.A. 2017-45 City Council: Public Employee Performance Evaluation Per
Government Code Section 54957(B)Title: City Manager
The City Council met in Closed Session to discuss a performance evaluation of the City Manger, there was no
reportable action taken.
