Mayor Stan Henry called the Study Session Meeting of January 25, 2017, to order at 4:30 p.m.

Mayor Stan Henry presented a Certificate of Appreciation to Sue Townsley for her service on the Public Arts
Commission.
• STATEMENT OF PARTICIPATION BY THE DEPUTY CITY CLERK
1. PUBLIC COMMENT
Alan Carvalho, Cathedral City, was called to speak. He personally thanked Sue Townsley for her service on the
Public Arts Commission and even though she won't be on the Commission any longer he is grateful that she will
still be available and involved in the community.
2. STUDY SESSION
2.A. 2017-24 Council Policy on Mayoral Rotation under the City Charter
City Manager Charles McClendon presented his suggested procedure for the selection of Mayor and Mayor Pro
Tem beginning in December 2018.
It was the consensus of the City Council to move forward with an Ordinance outlining the procedures for the
selection of Mayor and Mayor Pro Tern and to include that a Council Member may pass on their turn to serve as
Mayor and Mayor Pro Tem and when a Council Member fills an unexpired term they still get to serve their term.
An Ordinance will be brought to the Council for consideration at a future Council Meeting.
2.B. 2017-29 Discussion on Tax Rates for Cannabis Cultivation and
Manufacturing Businesses
It was the consensus of the City Council to direct the Medical Cannabis Task Force to discuss the tax rates for
cannabis cultivation and manufacturing businesses between the range of$15 and$25 and bring back a
recommendation to the City Council.

1. PUBLIC COMMENT
Erin Stone, Cathedral City, was called to speak. Read excerpts from the City's Municipal Code related to noise.
She expressed her concern with the noise that is generated from the dropping of weights at In-Shape that have
negatively affected their quality of life.
Nick Stone, Cathedral City, was called to speak. Stated that this is their last attempt to protect their health and
their investment. They are disappointed with the lack of solutions or resolutions being made with the noise issue
generated from In-Shape. He requested that the City Council get involved and have a sound test conducted in
their home.
Alan Carvalho, Cathedral City, was called to speak. He announced that there is one vacancy on the Public Arts
Commission and one vacancy on the Parks and Community Events Commission and encouraged those who are
interested to apply. He announced that there is an Art Exhibit in the Commuinity Art Gallery and gave an overview
of the upcoming displays.

John Corella, City Engineer, gave an overview of the substantial amendment to the Community Development
Block Grant(CDBG)Fiscal Year 2014-2015 and 2015-2016 Annual Action Plans.
Mayor Stan Henry opened the Public Hearing for comments, there being none, he closed the Public Hearing.
A motion was made by Mayor Kaplan,seconded by Council Member Aguilar,to approve a Substantial
Amendment to the Fiscal Year(FY)2014-2015 and 2015-2016 Annual Action Plans to program left over
and unallocated funds to the Whitewater Neighborhood Street Improvement Project(Project);and
authorize the City Manager(or designee)to submit the Substantial Amendment to the U.S.Department
of Housing and Urban Development(HUD)for their review.The motion carried by the following vote:

Tami Scott,Administrative Services Director,gave an overview of the disposition of two vacant properties, one
located at 31555 Victor Road and one at 31837 Avenida Alvera.
Mayor Stan Henry opened the Public Hearing for comments, there being none, he closed the Public Hearing.
A motion was made by Council Member Kaplan,seconded by Mayor Pro Tern Pettis,acting as the
Housing Successor Agency,authorize the sale of one vacant housing parcel in the amount of$38,000
and the sale of one vacant City parcel in the amount of$40,000.The motion carried by the following
vote:

Businesses to Complete a Course on Water Efficiency
A motion was made by Council Member Kaplan,seconded by Mayor Pro Tem Pettis,to approve the
introduction and first reading,by title only,an Ordinance of the City of Cathedral City amending
Section 5.81.030 of the Cathedral City Municipal Code to add water efficiency curriculum to the
educational prerequisites for issuance of a business license to landscape-related businesses.The
motion carried by the following vote:

Resolution pertaining to an application for a Staffing for Adequate Fire and Emergency Response

5. COUNCIL REPORTS
Council Member Mark Carnevale, thanked Corinne Kennedy for the article she did on Officer Hodge on the
homeless issues. He congratulated Officer Hodge for all of his hard work and thanked Chief Crum for
implementing the program. He thanked Public Works for their work during the rains. He spoke about the
California Jazz Foundation and encouraged those that are interesed and have time, get involved with the
organization. He participated in the reading program at Agua Caliente Elementary School reading program, which
they do once a month. He stated that he is looking forward to the Goal Setting meeting this weekend.
Council Member Shelley Kaplan,reported that he attended the Health Center Event that was hosted by
Congressman Ruiz. It had an excellent turnout and more events will be taking place in the future. A sculpture
dedication on February 3, 2017 will be held at the Senior Center.

Mayor Stan Henry reported that the College of the Desert, State of the College, will be held on Thursday, January
26, 2017 at 4:30 p.m. at the college.
6. CLOSED SESSION
City Attorney Eric Vail announced that the City Council met in Closed Session at the end of the Study Session
Meeting. All items under Closed Session were discussed at that time and are reflected in the Study Session
Minutes of January 25, 2017.
