Pettis A motion was made by Council Member Kaplan,seconded by Council Member Carnevale,to excuse the absense of Mayor Pro Tem Greg Pettis from the November 9,2016,Study Session Meeting.The motion carried by the following vote: Aye: 4- Mayor Henry, Council Member Kaplan,Council Member Carnevale, and Council Member Aguilar Absent: 1 - Mayor Pro Tem Pettis • AGENDA FINALIZATION • STATEMENT OF PARTICIPATION BY THE DEPUTY CITY CLERK 1. PUBLIC COMMENT 2. STUDY SESSION 2.A. 2016-473 American Society of Civil Engineers (ASCE)Awards for Ocotillo Park and Eagle Canyon Dam Pat Milos, Community Development Director, announced that the City and David Evans and Associates were presented with the Parks and Recreation Project of the Year Award from the San Bernardino Riverside Branch of ASCE. He also noted that the Eagle Canyon Dam Project received the Los Angeles Section of the ASCE's award for the Flood Management Project of the Year. 2.B. 2016-477 Presentation on Riverside County Animal Services Destiny Haney, Best Friends Animal Society gave an overview of their Community Cat Program. The Deputy Director of Animal Services feels that Cathedral City is the perfect City to implement the CCP and looks forward to partnering with the City. It was the consensus of the City Council to move forward with the program. Cathedral City Page 1 City Council Study Session STUDY SESSION November 9,2016 2.C. 2016-465 Update on Alarm Program, Permitting and False Alarm Fees Captain Earl Moss gave an update on the Alarm Program covering the permits, false alarm billiings and the online diversion program. 3. CLOSED SESSION City Attorney Eric Vail announced that the City Council will recess to Closed Session to discuss the items listed on the Agenda. The City Council recessed to Closed Session at 5:08 p.m. 3.A. 2016-482 Conference with Real Property Negotiator Pursuant to Government Code Section 54956.8. PUBLIC COMMENT Elmer Diaz, Cathedral City, was called to speak. He indicated that he is the Chairman of RENEW. They are electricians that offer their services as a donation. They are State Certified journeymen and wiremen. They would like to get involved in the community and are encouraging the younger residents to get involved. 2. Enactment No: M.O.6676 2.1. 2016-478 Re-appoint Council Member Shelley Kaplan to serve as a Trustee on the Coachella Valley Mosquito and Vector Control District Board of Trustees. PUBLIC HEARINGS 3.A. 2016-467 Disposition of Certain Housing Parcels Tami Scott,Administratve Services Director,presented a Staff Report on the disposition of certain Housing parcels. Mayor Stan Henry opened the Public Hearing for public comment. There being none, he closed the Public Hearing. A motion was made by Council Member Aguilar,seconded by Council Member Kaplan,that the City Council acting as the Housing Successor Agency,authorize the sale of four vacant housing parcels in the amount of$190,000.The motion carried by the following vote: Aye: 4- Mayor Henry, Council Member Kaplan, Council Member Carnevale, and Council Member Aguilar Absent: 1 - Mayor Pro Tern Pettis Enactment No: M.O.6678 4. LEGISLATIVE ACTIONS 4.A. 2016-460 Council Chambers AV System Tami Scott,Administrative Services Director,gave an overview of the proposed upgrades to the council chambers audio, video and control system. A motion was made by Council Member Aguilar,seconded by Council Member Kaplan,to authorize upgrades to various aspects of the council chambers audio,video and control system to provide better public education and governmental access to see public meetings via the Internet and public television in an amount not to exceed$112,500. COUNCIL REPORTS Cathedral City Page 3 Printed on 1/5/2017 City Council REGULAR MEETING November 9,2016 Council Member John Aguilar stated that he is both humbled and excited about the vote of confidence for Mayor Henry, Council Member Pettis and himself in the recent election. He thanked everyone for their support and looks forward to continuing his work for the community. Council Member Mark Carnevale reported that he attended the healing fields. The Rotary Club did a great job putting it all together. He also participated in the Palm Springs Pride Event, which was exciting and fun. There are several upcoming events including Cuisine and Art Tuesdays, the 35th Anniversary Celebration and Movies in the Park. He congratulated the newly elected officials and is looking forward to the next two years. He is excited that Measure HH was approved. He is sure Cathedral City is on the right track. Council Member Shelley Kaplan attended the Energy Water and Green Living Event. He attended the 9th Annual Support Services Dinner along with Council Member Carnevale, which was a very nice event. A great Fall Festival and Spooktackular was held in the City. He along with Council Member Aguilar were able to represent the American Cancer Society kick-off. He had a great time at the Pride Parade. The St.Louis Church will be holding an event, which some of the Council will be attending and the closing event of the Healing Fields will be held. Movies in the Park will take place at Ocotillo Park and on November 17th the Senior Center will hold a Meet and Greet at City Hall. He congratulated Stan Henry, Greg Pettis and John Aguilar on being elected to their offices in the November Election and is please that the 5 of them will be able to continue working together. There was a lot of conversation with the implementation of the Charter and he is looking forward to moving the City ahead. Mayor Stan Henry reported that the Historical Society will have a photo display of 35 years of history in Cathedral City on Saturday and Sunday from 1:00 p.m. to 4:00 p.m.in the Public Arts Commission Art Room. He also reported that the Riverside Division League of California Cities will hold their dinner in Cathedral City this month, which is a great opportunity to showcase the newly remodeled Double Tree Hotel. He expressed thanks and gratitude for the election and for the community having faith and trust in the Council by re-electing the three of them and the passing of measure P and HH. There were differences of opinions on issues and candidates and now it is time to put those differences behind and bring the community together. The Charter is going to be with us beginning January 1, 2017 and he challenged the Council to put policies in place to help alleviate the fears of the residents that were brought up. He applauded those that got involved and feels that there is good dialogue when there are differences of opinions. He also thanked Sergio Espericueta for getting involved and for continuing to be involved. 6.
