A. Update on Homeless
Recommendation: Staff will provide an update on Police department work and
other efforts to address homelessness in the community and
discuss ways in which additional resources can be directed
to the effort.
Travis Walker, Chief of Police, introduced the item and gave an overview of the
Police Department's work and other efforts to address homelessness in the
community. He presented information on the Homeless Liaison Program,
staffing, partnerships, trends, sup-populations, 2018 HLO Statistics, shopping
cart abatement program, homeless encampments, impact on the community,
2018 success stories, complex problems, challenges, funding, and options. He
also gave an overview on how the Cathedral City PD App works and the
response times. Chief Walker stated that Cathedral City did not receive HEAP
funding, and there is no accuracy guarantee on their number count of the
homeless on any given day.
Councilmember Ernesto Gutierrez is in support of adding an additional officer,
however, he would like more information on the costs to start the discussion.
Mayor Pro Tem John Aguilar thanked Chief Walker for his efforts. He proposed
considering investing their funding in resources rather than staff.
Mayor Mark Carnevale proposed the City Council look in the budget for funding
to combat the homeless issue in Cathedral City.
Councilmember Raymond Gregory believes they need to contribute funding to
other areas that will work in conjunction with the police department's efforts to get
results.
Mayor Pro Tem John Aguilar would like information on how this program, along
with the other CVRM services, are being integrated with the law enforcement
side and the results.
City Manager Charles McClendon stated that the demand for funding exceeds
the availability of funding in the budget and it does require choices to be made.
Greg Rodriguez, Supervisor Perez' Office, was called to speak. He gave a brief
overview on the HEAP funding received by Riverside County. He also gave an
overview on what the surrounding cities' efforts have been to combat their
homelessness. He stated that the County needs to work together to establish a
collective impact. He gave a shout out to the Project Reunite Program.
Nancy Ross, Cathedral City resident, was called to speak. She thanked the Chief
for his presentation. She believes that collaboration is needed and we have not
tapped into the available resources. Law Enforcement is needed, however, she
also believes the City can do a better job accessing available resources.
B. Update on Replacement of Fire Station 411 at 36-913 Date Palm Dr.
Recommendation: Information is provided as an update only.
Tami Scott, Administrative Services Director, introduced the item and gave an
update on the replacement of Fire Station 411 at 36-913 Date Palm Dr. She
presented information on the tasks completed, next steps and the schedule. She
stated that the new fire station will be larger than the previous station and is
designed to grow with the community over the next fifty years. She gave a brief
overview of the funding for the project.
C. Public Use of Cathedral City High School Swimming Pool
Recommendation: This item is presented for information, discussion and
direction only.
Paul Wilson, Fire Chief introduced the item and gave an overview of the Public
Use of Cathedral City High School Swimming Pool. He presented information on

the fiscal impact, summer of 2020 pool use, and annexation into Desert
Recreation District. He gave a brief overview of the staff cost analysis for the City
to build a pool.
Councilmember Ernesto Gutierrez stated that when he campaigned he did not
hear a need for a pool from the community and there are other items that should
take priority.
Councilmember Raymond Gregory stated that he has heard from the community
that there needs to be more activities for kids during the summer, and now that
there is a pool available, we should utilize it. He feels it would be great to offer
swim lessons for the safety benefits. He is in support of utilizing the Cathedral
City High School pool for the residents if possible.
Mayor Pro Tem John Aguilar stated he asked staff to do a cost analysis of
building our own pool and the numbers were extremely high. He supports the use
of the Cathedral City High School pool and would like the City Council to approve
the pool use for one year and then reevaluate. He is not in favor of charging
entrance fees for the youth.
Mayor Mark Carnevale is not in support of utilizing the pool and he expressed
concern with the cost of using the pool for such a short term and the potential of
health issues for the kids in the heat.
3. CLOSED SESSION
Algeria Ford, Deputy City Attorney, announced that the City Council will meet in
Closed Session to discuss the following items on the Agenda.
A. Conference with Legal Counsel -Anticipated Litigation Pursuant to
Government Code Section 54956.9(d)(2).

B. Public Employee Performance Evaluation Per Government Code Section

The City Council reconvened at 6:30 p.m.
Algeria Ford, Deputy City Attorney, announced that the City Council met in Closed
Session to discuss item 3A. Conference with Legal Counsel- Anticipated Litigation
and there was no reportable action taken. He indicated that item 38. Public
Employee Performance Evaluation will be heard during the Regular Meeting and will
be reflected in the minutes of March 27, 2019.

Special Presentation to the Cathedral City High School Choir from the Pettis Family
The Pettis Family, on behalf of the Friends of Greg Pettis City Council 2020
Committee, presented the Cathedral City High School Choir with a monetary
donation.
The City Council presented a Proclamation to Dorothy Arthur for her 100th Birthday.
• STATEMENT OF PARTICIPATION BY THE CITY CLERK
1. PUBLIC COMMENT
Rick Saldivar, Cathedral City resident, was called to speak. He requested that the
City Hall at You Corner events be held in the evenings and the weekends so that
more residents can attend. He stated that everyone has a voice and he encouraged
everyone to listen to find common ground.
John Rivera, Cathedral City resident, was called to speak. He expressed concern
about comments made towards the Latino community. He stated that the Latino
community is engaged and involved in the City.
Alan Carvalho, Chairman of the Public Arts Commission, was called to speak. He
thanked the City Council for the wonderful presentation. He announced the
dedication of the rainbow crossing for former Mayor Greg Pettis.
2. COUNCIL REPORTS
Councilmember Ernesto Gutierrez reported that he participated as Principal for the
day at Rio Vista Elementary School and the kids were amazing. He also attended
the CVREP musical "Chess"and he highly recommends it. He met with Tami Scott,
Administrative Services Director, to go over the proposed budget. He also met with
the Director of the Greater Palm Springs Convention Center. He toured some of the
Desert Recreation District facilities and wishes they had facilities here in Cathedral
City. He attended the City Hall at Your Corner where some of the issues raised by
the community were loose dogs and vacation rentals. He also attended the Building
Industry Association Luncheon, the Convention and Visitors Bureau committee
meeting, the Senior Inspiration Awards and the Coachella Valley Alliance Citizens
on Patrol Luncheon.
Councilmember Raymond Gregory reported that he attended the Sacramento
Statewide LGBTQ Elected Leaders Summit. He also attended the Speaker Series at
the Library, which he enjoyed, and encouraged attendance at future series. The
next series will be held on April 3, 2019. He also attended the CVREP musical
"Chess"and announced their next production of"Good People"on May 1-19, 2019.
Mayor Pro Tern John Aguilar thanked those who helped get Cathedral Canyon
opened in record time. He reported that Cathedral City High School is interested in
working on a teacher exchange program with our sister city, Tequila. He announced
that Cathedral City Community Coalition group will host a job seminar on April 6,
2019, starting at 8:00 am at the library. He reported on the Desert Community
Energy board meeting where one of the action items was to create a citizens
advisory committee. Information on the formation of the committee will be sent out
to the cities.
Mayor Mark Carnevale reported that he attended the Desert Recreation District tour,
the Historical Society relocation meeting, Realtors Luncheon, City Hall at Your
Corner, Green Ribbon Committee with Nancy Ross and the CVREP musical
"Chess". He met with Stone James, Economic Development Director, and Tami
Scott, Administrative Services Director. He also reported that he attended the Senior
Inspiration Awards, which was a lot of fun. He indicated that he attended the new
McDonalds grand opening and the Coachella Valley Alliance Citizens on Patrol

Luncheon where Chief Walker put on a great presentation. He announced the kick
off of LGBT Events and the Elks Lodge Car show, where he will be a judge. He
participated as Principal for the day at Cathedral City High School and he believes
the Principal is doing a great job there.

A. Receive and file Payment of Claims and Demands - February 2019
Recommendation: The City Council acting in its capacity for the City, the
Successor Agency to the former Redevelopment Agency,
the Housing Successor Agency, the Cathedral City Public
Finance Authority Board, and the Cathedral City Downtown
Foundation Board receive and file payment of claims and
demands in the aggregate sum of$ 7,727,210 for the month
of January 2019

B. Award Contract to Hardy & Harper, Inc. for Date Palm Dr. Sidewalk Project
Recommendation: Staff recommends the City Council award a contract to
Hardy& Harper, Inc. for the construction of the Date Palm
Drive & Gerald Ford Drive Sidewalk Gap Closure Project in
the bid amount of$540,268; and, approve an eight-point four
percent(8.4%) Project contingency of$45,592 for
unforeseeable construction costs; and, approve $16,000 for
City construction inspection and materials testing; thereby,
making the total amount of the site work $601,860; and,
authorize the City Engineer to issue the Notice of Award and
request bonds and insurance for the Project; and, authorize
the City Manager to execute the contract documents.

4. ITEMS PULLED FROM CONSENT
The following Consent Agenda item was pulled for separate consideration.
A. Final Acceptance and Notice of Completion - Date Palm Dr. Bridge
Recommendation: Staff recommends the City Council accept and approve the
Date Palm Drive Bridge Widening Improvements Over
Whitewater River, CIP 8914 as final; authorize the City
Manager to file a Notice of Completion with the Riverside
County Recorder's office on behalf of the City Council; and
authorize the release of bank held retention funds to
Riverside Construction upon expiration of the Notice of

Completion.
Councilmember Ernesto Gutierrez inquired about missing lights on columns on
the bridge.
John Corella, Director of Engineering and Publics Works, stated that everything
that was designed for the bridge was installed per the plan and specifications that
were approved.

6. LEGISLATIVE ACTIONS
A. Memorial Policy and Update on Bringas Legacy
Recommendation: Staff recommends the City Council review and comment on
the attached Memorial Policy and approve the naming of the
Cathedral Canyon Bridge, when completed, as the Ofelia
Bringas Memorial Bridge.
Mayor Mark Carnevale stated that they would not be discussing the memorial
policy at this time, it will be the update on the Bringas Legacy only.
John Corella, Director of Engineering and Public Works, introduced the item. He
gave an update on the Bringas Committee, Biography, and the committee's
recommendations.
Mayor Mark Carnevale stated that he knew Ofelia Bringas and her work planted
the seed for the continuation of the Boys and Girls Club. He would like to see this
approved.
Mayor Pro Tern John Aguilar stated her family was very involved in these
recommendations. He is in support of approving this item.
Councilmember Ernesto Gutierrez stated he was one of the children touched by
the works of Ofelia Bringas. He would like to see this approved, and he believes
it is very well deserved.
Councilmember Raymond Gregory thanked the City Council and feels this
recommendation is very appropriate.
Motion to approve the naming of the Cathedral Canyon Bridge, when completed,
as the Ofelia Bringas Memorial Bridge.

B. Adopt the 2019 Citywide Speed Limits Survey
Recommendation: Staff recommends the City Council introduce and provide
first reading, by title only, to an Ordinance adopting the
Traffic and Engineering Study by Albert A. Webb Associates,
establishing the 2019 Citywide Speed Limits in the City of
Cathedral City.
John Corella, Director of Engineering and Public Works, introduced the
recommendation to adopt the 2019 Citywide Speed Limits Survey.
Alan Carvalho, Cathedral City resident, was called to speak. He would like to be
safe and is in support of keeping the speeds lower.
Motion to approve the first reading of an Ordinance, by title only, amending
Section 12.20.010 of the Cathedral City Municipal Code relating to the
designation of special speed limits in 2019 and adopting the Traffic and
Engineering Study by Albert A. Webb Associates keeping the speed limit on
Cathedral Canyon at 25 mph and Landau 45 mph.

C. Healing Fields Mural
Recommendation: The Public Arts Commission recommends the City Council
approve an allocation of$8000 from the Public Art Fund for
the installation of a Healing Fields Mural honoring Cathedral
City residents at Patriot Park
Deanna Pressgrove, Environmental Conservation and Public Works Manager,
introduced the item and gave an overview on the Healing Fields Mural proposal.
She presented the proposed location, background, placement, budget, and the
Council request.
Councilmember Ernesto Gutierrez is not in support of the proposed mural.
Alan Carvalho, Chairman of the Public Arts Commission, was called to speak. He
stated that the majority of the City's art work has been donated. He is proud of

the work that the Public Arts Commission is doing and he believes the murals will
bring tourism to the City. He thanked the City Council for their support.
Rick Saldivar, Cathedral City resident, was called to speak. He supports the
project and believes it will bring a lot of foot traffic to the City.
