Pettis, Council Member Shelley Kaplan, Council Member Mark Carnevale, and Council Member John Aguilar Mayor Pro Tem Greg Pettis arrived at 4:55 p.m. • AGENDA FINALIZATION • STATEMENT OF PARTICIPATION BY THE DEPUTY CITY CLERK 1. PUBLIC COMMENT Simeon Den, Cathedral City, was called to speak. Announced that he is resigning from the Public Arts Commission. It has been a great experience working with the City Council and the community. He reflected on his interactions with different individuals and thanked everyone for the lessons and experiences along the way. Sue Townsley, Cathedral City, was called to speak. Spoke about the California Jazz Foundation and requested that the City endorse the Foundation and allow the use of the City logo. 2. STUDY SESSION 2.A. 2016-421 Presentation on the State Park Kids Program at the Tram All Barnes, State Park Aide Mt. San Jacinto State Park at the Tram,presented information of the State Park Kids program and some of the grants that are available for students and schools. 2.B. 2016-413 Homeless Liaison Officer Program and Police Department Staffing Status Lt. Herrera provided an update on the Homeless Liaison Officer Program. Chief Crum gave an update on the Police Department Staffing Status. 3. CLOSED SESSION City Attorney Eric Vail announced that the City Council will adjourn to Closed Session to discuss the items listed on the Agenda. She questioned the dollar amount and what the amendments to the Cooperative Agreement are. She also requested clarification for the disclaimer that was included in the Agreement. 2. CONSENT AGENDA 2.A. 2016-416 Receive and file Payment of Claims and Demands This item was approved. Enactment No: M.O. 6654 2.B. 2016-407 Amendment to The Ramsay Group (TRG) Contract for an Income Survey in the Dream Homes Neighborhood. This Item was approved. LEGISLATIVE ACTIONS 4.A. 2016-417 Resignation of Simeon Den from the Public Arts Commission A motion was made by Council Member Carnevale,seconded by Mayor Pro Tem Pettis,to accept the resignation of Simeon Den from the Public Arts Commission effective October 11,2016 and direct staff to proceed with the process of filling the vacancy. The motion carried by the following vote: Aye: 5- Mayor Henry, Mayor Pro Tem Pettis, Council Member Kaplan, Council Member Carnevale, and Council Member Aguilar Enactment No: M.O.6660 4.B. 2016-373 2016 Building and Fire Codes Adoption Al Jimenez, Chief Building Official, and Paul Wilson, Fire Chief,presented the information as it relates to each of their areas. COUNCIL REPORTS Council Member John Aguuilar reported that it has been a very busy couple of weeks. He reported that he attended the Sunday night vigil for the two slain officers in Palm Springs and was glad that he was able to be there to represent the community. On October 7, 2016, he was invited to attend the Pride Honors reception. Mayor Pro Tem Greg Pettis was awarded the "Spirit of Pride"award. The Pride Parade is scheduled for November 6, 2016, in Palm Springs. Council Member Shelley Kaplan attended a wonderful event that was put on by the Greater Palm Springs Chamber of Commerce. He reported that the City Council attended the League of California Cities Conference in Long Beach. Vector Control is treating 500 acres in the City for mosquitos carrying the ZICA virus. He reported that there are several upcoming events which include the Historical Society, Senior Scam Seminar at the Senior Center, and a dinner at the Presbyterian Church. Mayor Pro Tem Greg Pettis reported that the Pride Parade is celebrating their 30th year anniversary. It has grown over the years. He thanked Chief Wilson and his staff for the pancake breakfast. It was great to see all the retired firefighters come back and help. On October 13, 2016, from 5 p.m. to 7:00 p.m. at the Indio Senior Center a Public Scoping Meeting on the Coachella Valley San Gorgonial Pass Rail corridor service will be held. Mayor Stan Henry reported that it has been a busy couple of weeks, starting started off with the Meatball Festival. He had the opportunity to attend a Lip Sync Event hosted by the American Cancer Society. He attended the Dunkin Donuts grand opening in Indio. He also attended a meeting with individuals regarding the Palm Springs International Film Festival. He announced that an Employee Appreciation Breakfast will be held. CLOSED SESSION City Attorney Eric Vail announced that the City Council met in Closed Session during the Study Session portion of the meeting to hear the items listed on the Agenda.
