Pettis,Council Member Shelley Kaplan, Council Member Mark Carnevale, and Council Member John Aguilar • AGENDA FINALIZATION Mayor Stan Henry announced that item 28. Presentation on Riverside County's Economic Development Agency Programs. • STATEMENT OF PARTICIPATION BY THE DEPUTY CITY CLERK 1. PUBLIC COMMENT Jens Mueller, Cathedral City, was called to speak. He feels that building a pickleball pavilion with a hotel accross the street will bring many visitors to Cathedral City. There is a growing number of pickleball players in the area and nationally. Hosting tournaments in the City will help to showcase Cathedral City and boost the economy. Barbara Wintrout, Palm Desert, was called to speak. Pickleball is the largest growing sport in the Nation. Having an indoor pickleball facility in Cathedral City would be a great asset to the Community. She referenced many facilitties and tournaments around the nation and the growing need for facilities. She stated that pickleball is where it is at for the young and old. Arvin Ocampo, was called to speak. He indicated that he supports a Futsol Field at Panorama Park. He collected signatures of those who are in support of this type of field opposed to a regular soccer field at Panorama Park. 2. STUDY SESSION 2.A. 2016-385 Presentation by Joel Kinnamon, Superintendent/President and Fred Jandt, Board Member of College of the Desert Dr.Joel Kinnamon, Superintendent/President of College of the Desert and Board of Director Fred Jandt gave a presentation regarding the current status of College of the Desert. They also presented educational information on Measure CC, which will be going before the voters in the upcoming November Election. 2.B. 2016-388 Presentation on Riverside County's Economic Development Cathedral City Page 1 City Council Study Session STUDY SESSION September 28,2016 Agency Programs 2.C. 2016-387 Presentation by Brenda Freeman, Deputy Director, Department of Public Health/Executive Director, Community Action Partnership Council Member John Aguilar annouced that it was at his request that Brenda Salas Freeman, Executive Director, be invited to present information on the programs offered through the Community Action Partnership. Brenda Salas Freeman, Deputy Director, Department of Public Health/Executive Director, Community Action Partnership,presented information on their programs they offer including the Weatherization, Utility Assistance, Savings Match and Youth and Veteran's Programs. 2.D. 2016-384 Soccer Park Maintenance and Operations Agreement with the American Youth Soccer Organization (AYSO) Pat Milos, Community Development Director provided an update on the Maintenance Agreement and Operations with AYSO.He reported on the meeting held by the Ad-hoc committee and the Community Meeting that was held at the James Workman Middle School. He highlighted the changes that are being proposed with the Agreement between AYSO and the City. Cathedral City Resident, questioned what he needed to do in order to use the field on a first come first serve basis. 2.E. 2016-386 State Density Bonus Law and Inclusionary Housing Robert Rodriguez, Planning Manager,provided an overview of the State density bonus law and inclusionary housing. He also presented some options for the framework of affordable housing in the City. 2.F. 2016-391 Public Comments Regarding Proposed Basketball Courts and/or Soccer Fields at Panorama Park John Corella, City Engineer, gave an overview of the application for a State Park Youth Recreation Grant to replace the existing half basketball court at Panorama Park with one or two lighted full basketball courts that Staff is proposing to submit. He indicated that a Public Workshop was held to receive comments on the proposed facilities. He indicated that those that attended were not opposed to the improvements, however, they were opposed to diminishing open space and wanted to ensure that any lighting would have to be off by 10:00 p.m. Arvin Ocampo, was called to speak. He again requested that Futsol Fields be added to the park and gave suggested locations. Valerie Schechter, Cathedral City, was called to speak. She questioned if grant money can be used at multiple parks or do they have to be seperate grants. She suggested having another meeting with the residents to keep them informed of the latest information. 3. Assignment,Assumption and Consent Agreement for the Downtown Mixed Use Project will be pulled from the Agenda. • STATEMENT OF PARTICIPATION BY THE DEPUTY CITY CLERK 1. PUBLIC COMMENT Tim Parrott, Cathedral City, was called to speak. He reported that Saturday is UN National Day of Older Persons. Y P P Y Y Bob McKechnie, Cathedral City Senior Center, was called to speak. He stated the the Cathedral City Senior Center is working hard against ageism and feels that they are doing a good job. He thanked the Council for the opportunity and support and he continues to take his stand against ageism. Ernie Smith, Cathedral City, was called to speak. He indicated that he is a new resident to the City and wants to give the City Council a big round of applause. He feels the City is doing a lot of good and progressive things. He encouraged the Council to continue taking the lead on CV Link. He stated that he rides about 150 miles a week on the highway because there is not a bike path in town. Tom Swann Hernandez, was called to speak. He stated that he is the President of the Veteran's For Peace. He stated that in 2001 they dedicated the first LGBT Veterans Memorial at Desert Memorial Park. They are working on a proposal to have Govenor Jerry Brown designate the local memorial at the State of California LGBT Veteran's Memorial. If this is done it will place the memorial on the maps, web pages and State Tourism literature. He requested that the Mayor and City Council write a letter of support to the California Department of Veteran's Affairs in Sacramento. LEGISLATIVE ACTIONS 4.A. 2016-398 Acceptance of Donated Sculptures by Artists Simi Dabah,Joan Quinn and Dinato Valerie Schechter, Cathedral City, was called to speak. She stated that she would like to see the sculpture that is in the paseo relocated because of safety issues. A motion was made by Council Member Kaplan,seconded by Council Member Aguilar,to accept the donated sculptures by Simi Dabah,Joan Quinn and Dinato to be displayed in locations to be approved Cathedral City Page 2 Printed on 12/8/2016 City Council REGULAR MEETING September 28,2016 by the City Council and the cost of transportation and installation to be covered by the Public Arts Commission in an amount not to exceed$1000 per art piece. The motion carried by the following vote: Aye: 4- Mayor Henry, Council Member Kaplan, Council Member Carnevale, and Council Member Aguilar Nay: 1 - Mayor Pro Tern Pettis Enactment No: M.O.6652 4.B. 2016-389 Assignment,Assumption and Consent Agreement for the Downtown Mixed Use Project This item was removed from the Agenda. 4.C. 2016-379 Ordinance Amending Chapter 3.24.011 of the Municipal Code Regulating Vacation Rental Units A motion was made by Council Member Kaplan,seconded by Council Member Carnevale,to approve the introduction and first reading of an Ordinance of the City Council of the City of Cathedral City Amending Section 3.24.011 of the Cathedral City Municipal Code Relating to Vacation Rental Units. The motion carried by the following vote: Aye: 5- Mayor Henry, Mayor Pro Tern Pettis, Council Member Kaplan, Council Member Carnevale, and Council Member Aguilar Enactment No: M.O.6653 5. COUNCIL REPORTS Council Member John Aguilar, reported that he had the opportunity to read to the Head Start Class at the Ague Caliente School and the pleasure of handing out backpacks to the students in the program that were donated by Mayor Pro Tem Greg Pettis. He also attended the LGBT Cinema Diverse and feels that it was a great success. Council Member Carnevale, reported that he attended the swearing in of Deputy Police Chief Travis Walker and welcomed him to Cathedral City. He also attended the Body Worn Camera presentation. He reported that he attended two Homelessness Commission Meetings and announced the anyone wanting to make donations to the Rescue Mission should contact him. He stated that Captain Moss attended the Animal Campus meeting on his behalf where they discussed puppy mills, which don't appear to be a problem in Cathedral City. Council Member Shelley Kaplan, reported that mosquitos that carry the Zica virus were found in the City and Vector Control will be spraying the affected areas. Mayor Pro Tern Greg Pettis, reported that the Sunline JPA agreement must be approved unanimously, one of the neighboring City voted no so the JPA Agreement has failed. He participated in the National League of Cities webinar on the prescription discount card. Cathedral City is the number one city participating, thanks to Deanna Pressgrove's efforts. This card covers costs that are not covered by insurance, it also covers pet prescriptions. Mayor Stan Henry,reported that it has been a busy week. He thanked staff for all of the information that they provided to him. He reported that he also had the opportunity to attend the Body Worn Camera presentation. He and Council Member John Aguilar attended the CVB's mixer at the Doubletree, which was very well attended. A meeting was held for Panorama Park regarding the LLD. Tami Scott did a great job with the presentation. On Friday the Cathedral City Chamber of Commerce Golf Tournament was held, which was very well attended. He has requested that an item be placed on the Agenda for a presentation on Communty Aggregation. At the CVAG Executive Board Meeting they approved some amendments to the CVLink. CVLink will be a great benefit to the communities and will give hotels a great boost. The CVLink section in Cathedral City will touch all five of our Cathedral City Page 3 Printed on 12/8/2016 City Council REGULAR MEETING September 28,2016 hotels. He will attend the All Chambers Mayors Luncheon will be held on Thursday beginning at 11:30 at the Agua Caliente Spa and Casino. The Cathedral City High School Parade will be held Thursday as well. 6. CLOSED SESSION Eric Vail, City Attorney announced that the City Council will meet in Closed Session to discuss the items listed on the Agenda.
