Mayor Stan Henry called the Study Session Meeting of August 24, 2016 to order at 4:30 p.m.

2.A. 2016-331 Mary Nutter Collegiate Classic-Cathedral City
Kirk Walker, representative of the Mary Nutter Collegiate Classic gave an overview of their annual event and the
direction that they are planning to go in the future.
2.B. 2016-320 American Society of Civil Engineers Parks and Recreation Project
of the Year Award for Ocotillo Park.
John Corella, City Engineer,presented to the City Council an award from the American Society of Civil Engineers
for the Parks and Recretion Project of the Year Award for Ocotillo Park.
2.C. 2016-313 Update on Achievement of City Council Goals for 2016
City Manager Charles McClendon, gave a progress report on the achievement of the goals that were developed
and adopted by the City Council since April, 2016.
2.D. 2016-325 Amendments to Chapter 9 Regulating Cannabis Distribution,
Transportation and Testing Businesses
Edlin Kim, was called to speak. He indicated that their struggle is that not every City has an Ordinance in place
for the distribution and transportation of cannabis. He requested that it be clear that cultivation sites can
distribute to their own local facilities.

It was the consensus of the City Council to do the following:
Continue to use the CUP process for Distribtion and Transportation of cannabis.
Testing and Zoning guidelines will be discussed by the advisory board.
2.E. 2016-328 Educational Campaign Regarding the Proposed City Charter-
Measure HH
Mayor Henry indicated that the Council received an email from Craig Mahaffey suppporting the efforts of the
Council to educate the residents on the pros and cons of becoming a Charter City.
Randy Winbigler, Cathedral City, was called to speak. He feels that the residents have not been properly
informed on the Measures that will be going before the voters in November.
Alan Carvalho, Cathedral City, was called to speak. He stated that he finds the voter pamphlets very helpful
goving an overall on what the measures are and their purpose. He feels very strongly that the residents need to
take responsiblity for educating themselves and to find out what it going on.
It was the consensus of the City Council to move forward with a Contract with Lew Edwards Group to develop an
education and communication campaign regarding the proposed City Charter-Measure HH and the Marijuana Tax
Amendment-Measure P. The City Council established a sub-committee that is made up of Council Member
Shelley Kaplan, Council Member Mark Carnevale, Tami Scott, Charles McClendon and Eric Vail. The purpose of
the sub-committee is to develop a budget for the education and communication campaign for both Measure P
and Measure HH. There was a suggested cap of$45,000.00.
2.F. 2016-330 Requests for Letters of Support
It was the consensus of the City Council to send letters of support for the passage of the Beneficiary Enrollment
Notification and Eligibility Simplification(BENES)Act(H.R. 5772)and urging Governor Brown to sign the Code
Enforcement Officer Standards Act(AB 2228).

City Attorney Eric Vail announced that the City Council will meet in Closed Session to discuss the items listed on
the Agenda.
The City Council convened to Closed Session at 5:26 p.m.

property.
Adjourned to Closed Session at 6:00 p.m.
The City Council reconvened at 6:30 p.m.
City Attorney Attorne Eric Vail announced that the City Council met in Closed Session and discussed items 3A., 38., 3C.
and 3E. There was no reportable action taken. Item 3D. will be heard at the end of the regular City Council
Meeting.

4.A. 2016-312 Funding Request from the Cathedral City Senior Center
Council Member Shelley Kaplan recused himself from this item.
Bob McKechnie, Executive Director of the Cathedral City Senior Center, thanked the Council for their continued
support and urged them to authorize the requested funding.

Tim Parrott, reported that he works part-time at the Senior Center marketing the center. He stated that they are
doing a re-branding of the center and trying to do a big outreach to the senior commuinity.
A motion was made by Council Member Carnevale,seconded by Council Member Aguilar,to approve
the annual funding agreement with the Cathedral City Senior Center for FY 2016-2017 in the amount of
$50,000;approve an additional one-time request for$50,000 and the required budget amendment;and
approve forgiveness of the loan made by the City to the Senior Center in 2015.The motion carried by
the following vote:

4.B. 2016-332 Resolution in Support of the Equality Act
A motion was made by Council Member Aguilar,seconded by Council Member Carnevale,to adopt a
Resolution of the City Council of the City of Cathedral City,California,requesting Congress to pass the
Equality Act to ensure that Federal Civil Rights Laws are fully inclusive or protections on the basis of
sexual orientation,gender identity,and sex.The motion carried by the following vote:

5. COUNCIL REPORTS
Council Member Mark Carnevale,particiapted in a meeting with members of the Council, Staff,AYSO and others.
He felt that it was a positive meeting and that the group is doing a great job. He attended the Homeless
Committee meeting and in the near future will have some new exciting news on things that will be happening with
the Homeless Community in the Valley. He announced that he received a call from a resident commending
Officer Robles for his assistance in a recent incident. He expressed his concern with not having a limit on the
number of Medical Cannabis licenses in the City and with the work load that it is placing on City Staff, he
suggested placing a moratorium on the number of licenses allowed for a few months.
Council Member Shelley Kaplan, reported that an individual in Cathedral City tested positive with the Zica virus,
however, they were infected during travel not here in the City. They have not found the virus in the City. He
encouraged everyone to get rid of standing water.
Mayor Pro Tem Greg Pettis,reported that the Cathedral City High School Band will be going to Austraila next year
to perform. This is an awesome opportunity for the kids. They will be doing a series of fundrasing to help pay for
the trip.
Mayor Stan Henry, reported that he presented an update on the City at the Desert Valley Builders Association and
thanked the staff for their assistance and continued hard work. He attended a meeting on Measure CC, which is
a Bond Measure for College of the Desert. He had an opportunity to speak to the President about bringing a
facility to Cathedral City and he appeared to be receptive to it. He reported that Cinema Diverse will be in
Cathedral City September 23, 2016 through September 26, 2016, at the Mary Pickford Theater. He announced
that Cathedral City's 35th Anniversary is coming up and reminded everyone about the banner program and
encouraged participation in it.
6. CLOSED SESSION
City Attorney Eric Vail announced that the City Council will meet in Closed Session to discuss item 6D. on the
Agenda. The remaining Closed Session Items were discussed during the Study Session Portion of the meeting.
