1. PUBLIC COMMENT
Karen Panico-Willis, Cathedral City, was called to speak. She reported that she found what she believes to be
marijuana pharaphenilia and expressed her concern with improper disposal and requested that someone look into
it.
2. STUDY SESSION
2.A. 2016-238 Convention and Visitors Bureau Update by Scott White, President
and CEO
Scott White, President and CEO, Convention and Visitor's Bureau gave an update on the impacts of tourism in
Cathedral City and the Valley overall.
Richard Altman, owner CCBC, expressed his frustration with his hotel not getting any marketing from the CVB and
questioned why.
Scott White,responded that the small hotels are not paying the 1%assessment fee to participate in the CVB,
which is why they are not included in the national marketing, however, they do some free advertising on their
website for them.
Alan Carvalho, Cathedral City, feels that it would be good to reach out to the LGBT market.

2.B. 2016-232 Follow-up Report on the SUP for a Private Party During the
Coachella Event held on April 16, 2016.
Ryan McKay,presented a follow-up report to the City Council on the private party that was held on April 16, 2016,
in Cathedral City during the Coachella Event.
Rosario Avila, Cathedral City, was called to speak. She questioned how he came up with the numbers Mr. McKay
presented to the City Council.
2.C. 2016-205 City Hall Business Hours
City Manager Charles McClendon, gave an overview on the current work schedule for all employees. He indicated
that most residents are familiar with the work schedule and don't have an objection to the hours that City Hall is
open.
It was the concensus of the City Council to maintain the current work schedule for all employees and leave City
Hall hours as they are currently and move towards a more robust e-government.
2.D. 2016-230 Master Underground Plan (MUP) and CCMC Chapter 8.30
Underground Wires
Pat Milos, Community Development Director,gave an overview of Cathedral City Municpal Code Chapter 8.30
related to underground wires.
It was the direction of the City Council that Staff move forward with updating the Master Underground Plan(MUP).
2.E. 2016-228 Charter City Survey Results and Draft City Charter
Fairbank, Maslin, Maullin, Metz&Associates presented the results from the Survey that was conducted to help
determine the community's interest in moving from a General Law City to a Charter City.
Rosario Avila, Cathedral City, was called to speak. She encouraged the Council to look at what other cities that
are Charter Cities have done wrong and learn from their mistakes. She feels that the number of individuals that
participated in the survey is a small number and does not represent the entire community. She questioned if the
City can have ditrict voters without adopting a City Charter.
Sergio Espericueta, Cathedral City, was called to speak. He stated that the charter affects the entire community
not just those that vote. He expressed his concern with the hispanic population not being included and the survey
not being inclusive.

The meeting was temporarily adjourned at 6:37 p.m.

the Agreement;and approve the payment of$60,000 for the agreed-upon services in accordance with

City wayfinding sign designs;authorize release of the bid package for sign fabrication;and authorize
the City of Desert Hot Springs(DHS)to install a DHS entryway element on Palm Drive adjacent to the

5. COUNCIL REPORTS
Council Member Shelley Kaplan reported that on June 14th the Care and Compassion Group will give a
presentation at the Cathedral City Senior Center. The Salvation Army built a new gymnasium and class rooms,
their ribbon cutting ceremony will be held on June 23rd. He announced that he attended the Annual High School
Street Naming Ceremony honoring Seniors for academic success. He reported that he along with the Council
Members attended Memorial Day Observances. Council also attended the retirement event for Supervisor
Anderson. the Shakespear in the Park event had a great turnout and was a wonderful event. He encouraged
residents to attend the CVWD Public Hearing that wil be held on June 14th in Palm Desert, regarding their rate
increase. The Chamber of Commerce Orion Awards will be held on June 17th at the Double Tree.
Mayor Stan Henry, announced that the High School Graduations are being held this evening and congratulated all
of the graduates. He reported that he attended the service for Lt. Ray Griffith who passed away. He also reported
that a meeting was held with a business owner with regard to the sand issues he faces and they are working on a
solution that will hopefully help future businesses. He indicated that the CVAG Budget will be adopted on June
27th and if Council has any questions to let him know. He reported that there are two community meetings

scheduled one 6-13-2016 from 5-7 p.m. at the Agua Caliente School regarding a potential park in Dream Homes
and CVLink. The second meeting will be held on 6-14-2016 from 5-7 p.m.regarding Vista Chino traffic medians
and upgrades on Friday June 10, 2016 ICUC will be holding a community meeting at the St.Louis Church
beginning at 7:20 p.m., development in the down town area and more will be discussed.

A Special Meeting was held on Friday,June 10, 2016 at 7:20 p.m. It was held at St. Louis Rey Church located at
68633 C Street in Cathedral City.
The purpose of this Meeting was to have a community meeting to discuss community issues and needs. City
Officials and members of the St.Louis Rey Church have worked together for several years on various community
issues and needs.

Credential and Purpose by MC's Fabiola Alvarez and Sasha Baltazar.
St. Louis Social Justice Ministry has been working in the community of Cathedral city for the past 10 years,
working in partnership with ICUC. ICUC represents over 50 congregations in the Inland Empire;and also works
with the Pico National Network which represents over one million families in 18 states. We have worked with the
City in the past on several issues of community concern such as;helping with the rights of undocumented drivers.
Working with the city of Cathedral City officials in creating a towing policy that would allow undocumented
community residents the opportunity to call a licensed driver to come and pick up the car to avoid the car being
impounded. This Policy helped create a pathway to what is known has AB60,giving the opportunity for
undocumented drivers to obtain a license. The Social Justice Ministry uses their faith as a vehicle to put their
hopes and values into action. The ministry is very much dependent on community participation, especially those
most impacted by the challenges and barriers that arise for them on day to day bases. We use the tools of our
faith to engage the most powerful institutions in this day and age. We support the community by providing
assistance in developing leadership skills that will give them the tools to address any pressing challenge and
barrier that may arise in their daily lives. Our goal is to help the community to understand and realize their full
potential in becoming agents of change.
The Purpose of tonight meeting is to create an opportunity and a platform for the Community to develop a
relationship with the City Council, to create an open line of communication where the City and the Social Justice
Ministry work together, with the purpose of inclusion in future developments that may impact our city residents
positively. This relationship, will give the community a platform to not only participate, but have the ability to make
suggestions as well as have the option to make suggestions in the process.
We(the residents of Cathedral City)would like to ask for a commitment that the City will work with us to establish
this line of communication;for a commitment that future job opportunities created within the City of Cathedral city,
will be offered to local business and residents. We feel strongly that by working together the revenues that may

be generated by these new employment opportunities can be invested not only in our communities,but in our
youth.

Questions of the community(including the ones we could not read due the lack of time):
- Why does the City not allow homeless the collection of cans and plastic bottles?
- Can you take off the camera on Ramon Rd. and Date Palm Drive, or at least reduce the infraction quote?
- We need a community pool for the city that is accessible for all ages.
- Why are you allowing construction to continue in the desert? Is there no concern about the animals living in
those areas?
- The crosswalks the city put on Cathedral Canyon are not being respected by the drivers, can the city put a
traffic light instead?
- Does the city have a disaster plan in case of a natural disaster or emergency?
- When will the city implement new sidewalks?
Testimonies:
Alma Garcia:
Resident of Cathedral City who has to travel every day 15-20 minutes in order to get to her work. She does not
have enough time to spend with her children;and has to leave them alone everyday to be at work on time. She
would like to see more job opportunities inside the city.
Sarah Baltazar. Youth perspective
Experience with growing up as a student who has a dream of going to college but in my surroundings not
everybody has the same dream.A lot of people want to work as soon as they get their high school diploma and
we need to allow them opportunities to be successful with what they want to do regardless of the path they decide
to take, so we want the city to provide the things that schools no longer do. Life Skill prep courses or classes that

offer specialized careers like, workshop, automotive care, or computer classes, and other job training
opportunities.
Research Report: by Josie Diaz and Emily Rosas
Organizing Model:
The Social Justice ministry was formed to address the most pressing needs of the community;and we do not
take this task very lightly. Over the past 10 years we developed the ability to organize using a specific organizing
model that gave us the opportunity to engage our congregation, and the community as well. The organizing model
lets us capture information by engaging in a one on one conversation whit residents which helps us to identify the
issues.
Secondly we engage in research meetings,seeking information surrounding the concerns and trying to come up
with solutions. We then meet with elected officials and experts on the issues and concerns that community have
and begin dialogue to identify solutions and introduce the community to city representatives/agents.
The 3rd piece of this model is to hold Public Community forums that create a space to educate the community on
the issues as well as working on solutions;solutions that will help resolve some of the issues and concerns;
collaborating with the city with the city to address some of the concerns in a timely manner, such as we are doing
today.
This process has allowed us to build a strong and successful working relationship with the City of Cathedral City
as well as other cities within the Dioceses. Keeping to this process we make sure that we remain focused and are
addressing the needs of our community by creating a venue to have an authentic dialogue that will help find
solutions to our problems.
Listening Campaign:
During the first part of the organizing process, the one-to-one campaigns, we heard a multitude of issues and
concerns voiced by community residents. We heard about the impact from the poor quality of education, Public
Safety, immigration issues, lack of job development and impaired infrastructure that impacts our city residents.
There were so many issues that were impacting our community, but too many to list here so we tried to identify
what the community felt was most important and that impacted the dignity and the life of the people in our
community.
Economy Issues in our community:
As we began to put all these problems on a wall we began to realize that even though these issues are big there
has to be a root cause connected to this. In a quote from Pope Francis which states"These are not isolated
issues. Can we recognize that I'm invisible thread it joins everyone of these forms of exclusions?There are not
isolated issues. Can we recognize that invisible thread which link them?I wonder whether we can see that those
destructive realities are part of a system which has become global. Do we realize that the system has imposed
the The mentally of profit at any price, with no concern for social exclusion or a destructive nature?"
With all the issues there is a common thread that connects everything;it connects the pain caused by the
violence,by poor quality of education and the challenges and barriers due to immigration. The St. Louis Social
justice committee alongside with ICUC,believe that the core fundamental thread that connects all these issues
together in our city is our economy. Our economy connects us as residents of the community, as do the issues
and struggles we face every day.
Analysis of cathedral City:(unemployment, commute time for residents,youth perspective)
As we began the 2nd stage of the organizing model, Research, we were able to identify within our city that there
are 53,826 people living in the City;and out of that number we have 7,032 people that are unemployed.
During this research phase we also recognized that 26%of the qualified working community make between$0.00
to$15,000.00 a year;way below the parameters of the Poverty Level.
We are very proud to say that of the other cities in the Coachella Valley, Cathedral city is recognized as having
one of the most hardest working communities around. The challenge faced by our residents is that they are

commuting other areas of the valley to work. This is where as a city we are not we are hurting our economy by not
investing in them, by not creating local,good paying jobs.
As we see in this slide(Unemployment by Ethnicity in our City), keeping in mind that the data reflects the
qualified workforce between the ages of 16 to 75+, the data shows the number of people(qualified workforce)that
are unemployed in Cathedral City.
This validates what we stated earlier;that City of Cathedral City could be the city with the valleys hardest working
community, but there is still the problem of people being unemployed.
We feel that the City may not be investing in our people locally, that they may live here but need to work outside
of their City, which can cause hardship for many families.
Commute for Residents:
As you can see, some of the city residents have to commute and travel across the entire Coachella Valley and
into other counties for their work. 35%of Cathedral city residents commute and travel between 15 and 20 minutes
sometimes longer, across the valley or even outside of the valley for work as well as for groceries, medical
appointments, clothing etc. We feel and can see by the Research conducted that we are losing quite a bit of
revenue that could be invested in our city, communities, residents and especially our youth.
In our Research we found that the two cities that provide the greatest amount of work within the Coachella Valley,
are Palm Springs and Palm Desert. 35%of our residents are commuting to work in these two cities. Our
residents and workforce serve and work for other cities because of the lack of opportunities in Cathedral City;
giving way to the decrease in community participation and support, they cannot be vested in our city.
We know and truly believe that the city knows and is aware of the capable workforce that investing in our
residents and community by providing local job opportunities,recreation and training, by creating a city
collaboration, can increase our local economy and sustain it as well.
Our Youth:
If the City is not investing in its residents now;what message are we giving the youth?In this school year, 520
students graduated from Cathedral City High School,yet only 155 students graduated on a pathway to apply to a
four-year university, and only 41 students were actually prepared for college.
You do the math, that's 326 students that did not graduate on a College/University pathway. So that's 326 new
workers being introduced into the workforce,but will be challenged in finding work Where do they find jobs,
where can they go within our city to prepare for jobs?
Our Asking for the City to Commit:
• We are asking of our City Council and local government entity to make a commitment to work with the
Residents;that we start with these new developments that the city is bringing into the City,such as Saxony,
including the revenue that may come in from future projects, to make a strong and committed effort to invest in
our community by insuring that opportunities such as jobs, be offered first to Cathedral City residents and jobs be
filled using our local workforce. We are asking for a commitment to insure that you will make every effort in
putting local community interests first by investing in our community.
• We are asking for a commitment that as a city council and with the power you hold, that you will make a
strong effort to enforce the CBA when working with new business and developers.
• We want to grow our economy, and to do this we need to make sure that you are investing in our residents
first, the CBA will insure Cathedral City residents are a priority.As Council members you have the Power to do so.
Community benefits agreement(CBA):
A Community Benefits Agreement or"CBA"is a contract signed by a community group and a real estate
developer that requires the developer to provide specific amenities and/or mitigations to the local community or
neighborhood. Site-specific Community Benefits Agreements(CBAs)ensure that particular projects create

benefits policies that set the stage for lifting thousands of people out of poverty.
Future Job Commitments:
• We asked for a commitment that new job opportunities created,jobs such as from Saxony as well as any
future development jobs remain local
• We asked for a commitment that the commitment(above)to keep future job opportunities local be included
in all Community Benefits Agreements.
• We asked for a commitment that a minimum of 20%of any and all new construction jobs stay local.
• We asked for a commitment that a minimum of 30%of permanent jobs to stay local.
Programs for youth:
As you saw in earlier slide there will be 326 graduates looking for a job. We would like a commitment that revenue
brought in from local Hotel Bed Taxes, 20%of this revenue be budgeted and invested in job trainings as well as
life skills training, for all youth including Special Education students.
We asked for your commitment to inform us(the community)of any future funding that becomes available to
sustain these and future programs.

Answer: The city committed on creating a sub-committee that will work in conjunction with city representatives to
create the Community Benefit Agreement to present to the City council within a 90-day period.
2. Will you commit to exploration in the allocation of a minimum of 20%of revenue collected from the bed taxes
revenue and invest it into work force development programs such as job training and life skills?
Answer: The city did not commit on giving 20%of revenue collected from the bed taxes revenue on the Saxony
Hotel to invest in work force development programs such as job training and life skills,but they agree on helping
us to find other resources to accomplish this goal.
