Mayor Stan Henry called the Study Session Meeting of May 25, 2016 to order at 4:30 p.m.

Mayor Henry indicated that item 28.Follow-up Report on the SUP for a Private Party During the Coachella Event
held on April 16, 2016 will be continued to the June 8, 2016 Study Session Meeting.
• STATEMENT OF PARTICIPATION BY THE DEPUTY CITY CLERK
1. PUBLIC COMMENT
Kevin Brown, Cathedral City, was called to speak. He expressed his concerns with the use of Panorama Park
and gave many examples of what he and his neighbors believe to be misuse. He presented a copy of the fist of
concerns to the Council for Staff to look into.
Allen Worthy, was called to speak. He spoke about his desire to have a theater in Cathedral City.
Alan Carvalho, Cathedral City, was called to speak. Complimented the City for all of their work on the presidential
campaign rally that was held in the City.
2. STUDY SESSION
2.A. 2016-219 Presentation on the Tolerance Education Center
Melisse Banwer, Executive Director of the Tolerance Education Center in Rancho Mirage gave an overview of their
program and encouraged the City Council and community to come to the center to experience it first hand.
2.B. 2016-217 Follow-up Report on the SUP for a Private Party During the
Coachella Event held on April 16, 2016.
This item was continued to June 8, 2016.

Joshua Kunkle, City Librarian, Cathedral City Library gave an overview of the programs offered at the library.
2.D. 2016-221 Cathedral City Chamber of Commerce Update
Todd Hooks, Chairman of the Board, Cathedral City Chamber of Commerce,presented an update to the City
Council on the Chamber events and services.
2.E. 2016-223 Review of Special Events 2015-16 and Preview of Special Events
2016-17
Chris Parman, Communications/Events Manager, gave an overview of the Special Events that were held in
2015/2016 and gave a preview of the upcoming Special Events for 2016/2017.
Valerie Schechter, Cathedral City, was called to speak. She announced that Cathedral City High School will be
doing Shakespear in the Park at City Hall on June 4, 2016 at 7:00 p.m.
2.F. 2016-213 Adding Gender Identity to City Non-Discrimination Ordinances
It was the consensus of the City Council to bring an Ordinance to the City Council adding Gender Identity to City
Non-Discrimination Ordinances to the June 8, 2016 City Council Meeting.
3. CLOSED SESSION
Eric Vail, City Attorney announced that the City Council will recess to Closed Session to discuss the items listed
on the Agenda.
The City Council recessed to Closed Session at 5:51 p.m.

The City Council reconvened at 6:35 p.m.
Eric Vail, City Attorney, announced the City Council met in Closed Session to hold a conference with Labor
Negotiator Pursuant to Government Code Section 54956.6 subd. (b)with Agency Negotiator Charles McClendon,
City Manager and Represented Employees, Cathedral City Police Officers Association(CCPOA)and held a
conference with Legal Counsel regarding potential litigation pursuant to Government Code SEction 54956.9(d)(4),
there was no reportable action taken.

Tami Scott,Administrative Services Director,presented the Staff Report.
Mayor Stan Henry opened the Public Hearing for comments from the public, there being none, he closed the
Public Hearing.
A motion was made by Council Member Aguilar,seconded by Mayor Pro Tern Pettis,to conduct a
public hearing to receive public comments on the issuance of tax-exempt revenue bonds by the
California Public Finance Authority("Authority")to finance the acquisition and rehabilitation of the
Mountain View Apartments located at 68680 Dinah Shore Drive;adopt the resolution authorizing the
issuance of tax-exempt revenue bonds by California Public Finance Authority to also include
authorization for the City of Cathedral City to join the California Public Finance Authority as an
additional member;and that the City Council,acting in its capacity as the Housing Successor Agency
to the former Redevelopment Agency of the City of Cathedral City authorize the inclusion of the City of
Cathedral City,in its capacity as the Housing Successor to the former Redevelopment Agency of the
City of Cathedral City,as a third party beneficiary to the regulatory agreement entered into by
Mountain View Community Partners,LP("borrower"). The motion carried by the following vote:

Mayor Henry opened the Public Hearing for public input, there being none,he closed the Public Hearing.
A motion was made by Council Member Kaplan,seconded by Council Member Aguilar,to adopt a
Resolution amending and/or approving the Final Engineer's Annual Levy Report for the Street Lighting
and Landscape Maintenance District No.1 Fiscal Year 2016/2017 and adopt a Resolution Ordering the
Levy and Collection of Assessments within the Street Lighting and Landscape Maintenance District No.
1 for Fiscal Year 2016/2017.The motion carried by the following vote:

Mayor Stan Henry opened the Public Hearing for public input, there being none, he closed the Public Hearing.
A motion was made by Council Member Kaplan,seconded by Council Member Aguilar,to approve the
Freeway Maintenance Agreement(FMA)with the California State Department of Transportation(Cal
Trans)and authorize the Mayor and City Manager to execute the FMA.The motion carried by the
following vote:

4. LEGISLATIVE ACTIONS
4.A. 2016-206 Resignation of Arianna Menon from Parks and Community Events
Commission
A motion was made by Mayor Pro Tern Pettis,seconded by Council Member Aguilar,to accept the
resignation of Ariana Menon and direct staff to post the Notice of Vacancy,accept applications,and
contact those individuals that applied last year and were not appointed to see if they are still
interested in serving and conduct interviews at a future Council Meeting.The motion carried by the
following vote:

4.B. 2016-207 Contract with the Ramsey Group to Prepare the Assessment of
Fair Housing
Tyrone Pearson, Cathedral City, was called to speak. He indicated that he supports affordable housing.

Rosario Avila, Cathedral City, was called to speak. Reminded that the public has the right to comment on how
the City spends funds from U.S. Department of Housing and Urban Development and encouraged the City to give
the proper notification.
A motion was made by Council Member Aguilar,seconded by Council Member Kaplan,to authorize
the City Manager(or designee)to enter into a Professional Services Agreement(PSA)with the Ramsey
Group to prepare the Assessment of Fair Housing(AFH)for submittal to the U.S.Department of Housing
and Urban Development(HUD). The motion carried by the following vote:

4.C. 2016-222 Second reading of Change of Zone No. 16-001 Open Space
Residential to Open Space
Mayor Pro Tern Greg Pettis, announced that he will be recusing himself from this item due to a potential conflict.
Patricia Hillman Cathedral City, was called to speak. She requested confirmation that her property would not be

affected by this zone change.
A motion was made by Council Member Aguilar,seconded by Council Member Kaplan,to approve the
associated exemption to the California Environmental Quality Act(CEQA)pursuant to section 15601(b)
(3)of the CEQA Guidelines;and waive further reading,approve second reading of an Ordinance,by
title only,adopting Zone Change No.16-001,excluding the property identified as APN 687-040-058.The
motion carried by the following vote:

5. COUNCIL REPORTS
Council Member Mark Carnevale, commended staff on their efforts on the Bernie Sanders Campaign Rally.
Everyone did a great job keeping the event peaceful. He attended the Cathedral City High School Scholarship
Awards and the Harvey Milk Breakfast event, which was well put together. He announced that the Cathedral City
Police Department will be holding a Motocycle Safety Class on May 28th.
Council Member Shelley Kaplan, reported that he along with Mayor Pro Tem Pettis attended a Human Trafficking
Event at the SafeHouse.He attended a tour of the DWA facilities. He also reported that CVWD has just
announced their rate increases, a public meeting will be held for those who would like to attend and voice their
concerns. He along with Mayor Pro Tern Pettis and Council Member Carnevale attended the DATA Building
Dedication, which was a very nice event. He reminded everyone that the Boys and Girls Club will be holding a
fundraising event on Thursday. He announced that the last Movies in the Park will be held this weekend as well
as the LGBT Veteran's Memorial Event.
Council Member John Aguilar, reported that he was able to attend several of the events already mentioned. He
attended the rededication of the monument honoring local fallen heroes at the American Legion and felt that it was
Scout Ryan Philbrook for his fundraising very moving event. He commended Eagle Sc y g role for the event.
Mayor Pro Tem Greg Pettis,pointed out that there were many valley wide events which were all well attended by
the City Council. Many cities had no representation or participation and he feels that it was appreciated. He

indicated that Senator Sanders'Rally was a great event for the City,regardless of your political party or who you
support, it was amazing to see the support of all the individuals. Everyone did an amazing job to make this event
happen. There was local news coverage, national news coverage and it was covered internationally. It was a
beautiful day and it was a win to our City. He indicated that he has asked the City Manager for an update on the
SCAG Grant for the Sustainability Chapter of the General Plan.
Mayor Stan Henry,reported that he attended the retirement event for Christine Anderson. He also attended the
Cathedral City High School Scholarship Awards and the combined Chamber of Commerce Mixer Event at the Air
Museum. He commended City Staff for the preparation they did for the ICSC Conference. He indicated that he
attended the Palm Springs Regional Association of Realtors Meeting and will be attending the Cathedral City High
School Choir awards and the tour of the new Salvation Army building. He announced on Monday there will be
Memorial Day Events at the Palm Springs Cemetary and Forrest Lawn amongst others.
6. CLOSED SESSION
Mayor Stan Henry announced that the City Council met in Closed Session following the Study Session Items and
were able to discuss bot items listed on the agenda. There was no reportable action taken.
