Mayor Stan Henry called the Study Session Meeting to order at 4:30 p.m.

2.A. 2016-152 DATA-Skills USA Presentation
Norma Vazquez, Shan Vo, Guadalupe Cortez,Jennifer Reynoso and Hillary Rivera, Student Officers from the
Digital Arts Technology Academy gave a presentation to the City Council on the DATA Program.
2.B. 2016-169 Cathedral City Senior Center Progress Update
Council Member Shelley Kaplan indicated that due to his position on the Senior Center Board he would be
stepping down from the dias.
Robert McKechnie, Executive Director, Cathedral City Senior Center,provided an update to the City Council on
the progress of the Center.
2.C.. 2016-146 Update on Achievement of City Council Goals for 2016
City Manager Charles McClendon,provided the quarterly update on the achievement of the City Council Goals for
2016.
2.D. 2016-148 Vacation Rental Program
Tami Scott,Administrative Services Director,gave an overview of the existing Vacation Rental Program.
Tim Parrott, Cathedral City, was called to speak. He feels that this is a quality of life issue for the residents of
Cathedral City. He suggested that the City look into programs that other cities in the State have related to
Vacation Rentals. He stated that he, along with other residents, are tired of policing the vacation rentals in their

neighborhoods.
Deborah, Cathedral City, was called to speak. She indicated that she lives in the Cove and up until a few years
ago it was a nice peaceful neighborhood. She expressed her frustrations with vacation rentals in her
neighborhood and encouraged the City Council to do something.
Mayor Pro Tern Greg Pettis indicated that he would see if the League of California Cities has something on
vacation rentals that would be good for Cathedral City.
Mayor StanHenry requested that rental properties be identified in the CAD System for the Police Department so
they know when a call comes in it is at a vacation rental property.
Council Member Shelley Kaplan indicated that he would like to see the volume of complaints that come in over
the last year on rental properties. He feels that the Ordinance as written is okay,but the problem is more the
enforcement and how to do it.
2.E. 2016-171 Possible Resolution Urging the U. S. Senate to Act on the
Supreme Court Vacancy
It was the consensus of the Council that the Mayor send a letter on behalf of the City Council, not to include
individuals and their qualifications, instead of adopting a Resolution.
Alan Carvalho, Cathedral City, was called to speak. He encouraged the City Council to support a Resolution
urging the U.S. Senate to act on the Supreme Court Vacancy.
2.F. 2016-172 Regulation of Leaf Blowers
Council Member Mark Carnevale stated that he feels that banning leaf blowers is too drastic but feels that
requiring a conversion to a 4 stroke blower would be a compromise.
Mayor Pro Tem Greg Pettis, stated that he would like to take this to the Energy and Environment Committee at
CVAG. He also suggested talking to Deanna Pressgrove to see if there is a program to help individuals convert
to new technology.
Mayor Stan Henry, indicated that he is not in favor of a ban. He stated that AQMD has a rebate program to
convert to electric. He feels that this is a regional issue.
Tim Parrott, Cathedral City, was called to speak. He is in favor of a ban on leaf blowers for many reasons other
than noise and encouraged the Council to do things that help the quality of life for the residents in Cathedral City.
3. CLOSED SESSION
City Attorney Eric Vail announced that the City Council will recess to Closed Session to discuss the items listed
on the Agenda.
The City Council recessed to Closed Session at 6:15 p.m.

Mayor Stan Henry called the Regular Meeting of the City Council to order at 6:37 p.m.
• PLEDGE OF ALLEGIANCE
Council Member Shelley Kaplan led the Pledge of Allegiance.

Council Member Mark Carnevale offered the Invocation.

Mayor Henry indicated that he would like to amend item 2E. on the Consent Agenda-Appoint Mayor Stanley E.
Henry as the Voting Delegate for the SCAG General Assembly Meeting, to include the appointment of Council
Member Shelley Kaplan as the Alternate.
• STATEMENT OF PARTICIPATION BY THE DEPUTY CITY CLERK
1. PUBLIC COMMENT
Scott Robinson, Cathedral City, was called to speak. He announced that the Boys and Girls Club is celebrating
their 35th Anniversary and invited everyone to attend their celebration on Thursday, April 28, 2016.
Jens Mueller, Cathedral City, was called to speak. He stated that he is opposed to the CV Link project and feels
that anything that doesn't support TOT in Cathedral City should be rejected. He still would like to see a Pickle
Ball Court in Cathedral City.
All Baba, Rancho Mirage, was called to speak. He stated that the meeting is not being broadcasted on Channel
17.
Stephanie Castro, Interact Club, was called to speak. She reported that they received a grant from the Rotary
Club and they have chosen to organize a social function for seniors and teens. This event will be held at the
Senior Center on May 5th 4:00 to 6:00 p.m. They invited everyone to attend.
Don Bradley, Cathedral City, was called to speak. He reported that the Glo Run and Health Fair will be held on
May 7th. He thanked the Council for co-sponsorship and encouraged everyone to come out and participated in

this second annual event.
2. CONSENT AGENDA
Approval of the Consent Agenda
A motion was made by Council Member Carnevale,seconded by Council Member Kaplan,to approve
the following Consent Agenda Items with the Amendment to Item 2E.to include the appointment of
Shelley Kaplan as the alternate Voting Delegate for the Southern Califonria Association of
Governments General Assembly Meeting to beheld on May 5,2016.The motion carried by the

3.A. 2016-150 First Reading of Ordinance Amending Title 9 Related to Medical
Cannabis Businesses(ZOA 16-002)
Erica Vega, Deputy City Attorney,presented the Staff Report for the proposed Ordinance amending Title 9 related
to Medical Cannabis Businesses(ZOA 16-001).
Mayor Stanley E. Henry opened the Public Hearing for comment, there being none, he closed the Public Hearing
and returned the discussion to the City Council.
A motion was made by Mayor Pro Tern Pettis,seconded by Council Member Kaplan,
to approve the first reading,by title only,of an Ordinance of the City Council of Cathedral City,
California,Amending Chapters 9.08,9.40,9.42,and 9.108 of the Cathedral City Municipal code Relating
to Medical Cannabis with the following amendments:
1. Add a 250 ft set-back requirement on East Palm Canyon Drive for Manufacturing and Cultivation of
Cannabis.

2. Add the measuring for the set-back requirement will be legally permitted structure to legally
permitted structure or in the absence of one then it would be the back of curb to where the residential
zone begins.
The motion carried by the following vote:

Member Aguilar

Jeffrey Kramer, Shelter from the Storm, was called to speak. He thanked the City Council for their support and
funding.
A motion was made by Council Member Aguilar,seconded by Council Member Kaplan,to approve the
following funding for Grants through the Community Assistance Program:

A motion was made by Council Member Kaplan,seconded by Council Member Aguilar,to approve a
Resolution Initiating Proceedings for the Annual Levy of Assessments for the City of Cathedral City
Street Lighting and Landscaping Maintenance District No.1 for Fiscal Year 2016/2017;approve a
Resolution Declaring its Intention to Levy and Collect Assessments for the City of Cathedral City Street
Lighting and Landscaping Maintenance District No.1 for Fiscal Year 2016/2017 and approve a
Resolution for Preliminary Approval of the Engineer's Report for the City of Cathedral City Street
Lighting and Landscaping Maintenance District No.1 for Fiscal Year 2016/2017. The motion carried by
the following vote:

4.C. 2016-170 Joint Agreement with the City of Desert Hot Springs for the
Maintenance of Traffic Signals
A motion was made by Council Member Kaplan,seconded by Mayor Pro Tern Pettis,to approve a
Joint Agreement between the City of Cathedral City and the City of Desert Hot Springs for the
maintenance of(2)two existing traffic signals bordering both cities on a common city limits boundary
at Paul Drive and Palm Drive;and Palm Drive and Varner Road. The motion carried by the following
vote:
Aye: 5- Mayor Henry, Mayor Pro Tern Pettis, Council Member Kaplan, Council Member Carnevale, and
Council Member Aguilar

4.D. 2016-164 Approve second reading by title only of Change of Zone 16-001

(OS) in the South City
Mayor Pro Tem Greg Pettis announced that he would be recusing himself from this item.
A motion was made by Council Member Kaplan,seconded by Council Member Carnevale,to approve
the second reading,by title only,an Ordinance of Zone Change 16-001 Change of Open Space
Residential Zone(OS-R)to Open Space(OS)in the South City.The motion failed by the following vote:
Aye: 1 - Council Member Carnevale
Nay: 3- Mayor Henry, Council Member Kaplan,and Council Member Aguilar
Abstain: 1 - Mayor Pro Tern Pettis
A motion was made by Council Member Kaplan,seconded by Council Member Carnevale,to bring
back the introduction and first reading of an Ordinance for Change of Zone16-001 Change of Open
Space Residential Zone(OS-R)to Open space(OS)in the South City. The motion carried by the
following vote:
Aye: 4- Mayor Henry, Council Member Kaplan, Council Member Carnevale,and Council Member Aguilar
Abstain: 1 - Mayor Pro Tern Pettis
5. COUNCIL REPORTS
Council Member Mark Carnevale, reported that he will be shooting an infomercial than will be shown on the
access channel on the Red Cross. He also reported that he attended the Homeless Committee Meeting which
offered good information. He indicated that the Rescue Mission is looking to expand and relocate. He
participated in the Reading to the Children Program through Rotary. He announced that he will be attending the
Boys and Girls Club Celebration.
Council Member John Aguilar, reported that he attended the Catherdal City High School performance of Copa
Cabana, which was a great, He also reported that he attended the Armenian Commemeration of the Holocaust.
He reported that he had an opportunity to tour the Tollerance Education Center in Rancho Mirage. He was very
impressed with the center and has requested that the Director attend a future Council Meeting to give a
presentaiton.
Council Member Shelley Kaplan, annuonced that there will be a Cinco de Mayor event at the Library, which is
hosted by the Public Arts Commision where they will be dedicating the large X Sculpture. He and the City
Manager went on a tour of the Coachella Valley Housing Coalition. He reported that he had the pleasure of filling

in for Maor Pro Tern Pettis at the RCTC Ad-hoc Committee Meeting. They are reveiwing the Coachella Valley-
San Gorgonio Pass Rail Service Project. They have received additional funding from the Federal Government that
will allow this project to continue moving forward.
Mayor Pro Tem Greg Pettis, stated that the High School Drama Department only gets approximately$300 per year
from the District to put towards their sets for their productions. The rely heavily on donations to help pay for the
supplies. The Rotary Club helped to get several Community Members to donate funds which should cover the
cost of their productions for the next few years. He also reported that Barry Manilow donated all of the original
costumes for their production of Copa Cabana. He feels that the kids did a wonderful job. He announced that he
traveled to India as a representative of Rotary, which was a great experience. He stated that the Rail Program is a
constant challenge. He is pleased to announce that at the MHRC Meeting they allocated 1.6 million dollars for a
demonstration train for the Coachella Fest for the next two years.
Mayor Stan Henry, reported that the City has been selected to participate in the 2016 Human Rights Campaign
Municipal Quality Index. He thanked Council for helping with the selection of the Senior Scholarship Awards for
Cathedral City High School, the awards ceremony will be held on May 18th. He attended the Earth Day
Celebration at SunLine. He attended the Quarterly Meeting with the Chamber of Commerce and the
sub-committee. The Chamber's Orion Awards will be held on June 17th. He reported that he will be attending the
Chamber Board Meeting. On May 6th the Richard Milanovich Legacy hike will be held. He attended the
Riverside County Cal ID Biometrics Identification Network local Board Meeting. They are working on fingerprinting
being completely live scanned. They are also working on a Cal Photo System that should aid local law
enforcement agencies. He will be attending the SCAG 2016 Regional Conference and General Assembly in La
Quinta.
6. CLOSED SESSION
City Attorney Eric Vail announced that the City Council will recess to Closed Session to discuss Item 6A.on the
Agenda. He indicated that Item 68. was discussed in Closed Session earlier in the evening and there was no
reportable action taken.
The City Council recessed to Closed Session at 7:45 p.m.
