Pettis A motion was made by Council Member Kaplan,seconded by Council Member Carnevale,to excuse the absence of Mayor Pro Tern Greg Pettis from the April 13,2016 City Council Study Session Meeting. The motion carried by the following vote: Aye: 4- Mayor Henry, Council Member Kaplan, Council Member Carnevale, and Council Member Aguilar Absent: 1 - Mayor Pro Tem Pettis • AGENDA FINALIZATION • STATEMENT OF PARTICIPATION BY THE DEPUTY CITY CLERK 1. PUBLIC COMMENT Allen Worthy, was called to speak. He spoke about his car that he feels was stolen from him and some of the issues going on in a neighboring City. 2. STUDY SESSION 2.A. 2016-136 Desert Recreation District Update and Annexation Discussion Kevin Kalman, General Manager, Desert Recreation District,presented an update on the services provided by the District and steps necessary for the City to consider for annexation into the district. It was the consensus of the City Council to create a Sub-Committee to look at what services would need to be provided by the District and what the cost would be. The Sub-Committee will be made up of Council Member Aguilar and Council Member Carnevale. 2.B. 2016-126 Palm Springs International Airport Commission Update from John Haag, Commissioner John Haag, Commissioner for Palm Springs International Airport Commission,presented an update to the City Council on activities of the Board and ongoing projects at the Airport. Cathedral City Page 1 City Council Study Session STUDY SESSION April 13,2016 2.C. 2016 134 Presentation from CVWD on Potential Changes and increases to rates Jim Barrett, General Manager, Coachella Valley Water District provided a presentation to the City Council regarding the potential changes and increases to their fee structure and rates. 2.D. 2016-120 Police Department Draft Strategic Plan 2016-2020 George Crum, Chief of Police,presented the Draft Strategic Plan for the Cathedral City Police Department for 2016-2020. 2.E. 2016-118 Draft City Charter It was the consensus of the City Council to create a sub-committee to discuss the proposed City Charter including the following items as well as the polling questions: Revised Language for local bidder incentives Clarification of when the City will establish a by-district election system Clarification on Treasurer Qualifications The City Attorney and City Manager will clarify language in Section 605 to include represented and unrepresented employees and the City Attorney will look into including all mail ballots in the proposed City Charter. The Sub-Committee will be made up of Mayor Pro Tem Greg Pettis and Council Member Shelley Kaplan. A refined Proposed City Charter and results from the polling survey will come back to council at a later date. 3. A motion was made by Council Member Kaplan,seconded by Council Member Carnevale,to adopt a Resolution making findings and authorizing a Transiemt Occupancy Tax Sharing Agreement between the City and Mirage Bob Hope Varner,LLC,doing business as Best Western Plus.The motion carried by the following vote: Aye: 4- Mayor Henry, Council Member Kaplan, Council Member Carnevale,and Council Member Aguilar Absent: 1 - Mayor Pro Tern Pettis Enactment No: Reso 2016-14/M.O.6567 3.B. 2016-122 Change of Zone No. 16-001 Open Space Residential to Open Space Mr.Baker was called to speak. A motion was made by Mayor Henry,seconded by Council Member Carnevale,to approve the associated exemption to the California Environmental Quality Act(CEQA)pursuant to section 15601(b) (3)of the CEQA Guidelines;and waive further reading,approve the introduction and first reading,by title only,an Ordinance of the City Council of Cathedral City,California,Amending the Official Zoning Map from OS-R20-H(Open space Residential with 20 acres minimum net lot size,with a hillside overlay)to OS(Open Space)for 12 properties(Excludes APN 687-040-058 and APN 681-300-011 to remain open space residential)of approximately 98 acres generally located on the south side of East Palm Canyon Drive between the Western City Boundary and Bankside Drive. A motion was made by Council Member Kaplan,seconded by Council Member Carnevale,to approve the Substantial Amendment to the CDBG Fiscal Year(FY)2015-2016 Annual Action Plan to reprogram project funds from the San Joaquin Drive Street Improvements Project to the Ortega Road Sidewalk Design Project and the ADA Ramp Improvements Project;and authorize the City Manager(or designee)to submit the Substantial Amendment to the U.S.Department of Housing and Urban Development(HUD)for their review and record.The motion carried by the following vote: Aye: 4- Mayor Henry, Council Member Kaplan, Council Member Carnevale,and Council Member Aguilar Absent: 1 - Mayor Pro Tern Pettis Enactment No: M.O.6571 4. LEGISLATIVE ACTIONS 4.A. 2016-103 Relocation Assistance and Operating Grant for the Cathedral City Dance Program Alan Carvalho, Cathedral City, was called to speak. He supports the agreement, however,he feels that they need to be appreciative of what the City is doing for them and encouraged them to promote the good things the City is doing. Tyrone Pearson, Cathedral City, was called to speak. He does not support social media and feels that it can be damaging. COUNCIL REPORTS Council Member Mark Carnevale, reported that he attended the Chamber of Commerce Power Lunch at Bonta Restaurant. He also attended the All-In Cities Chamber at Agua Caliente. He reported that he participated on the City Sign Committee and feels that the Committee did a great job and the outcome will be great for the City. He reported that he attended the National Crime Victims Week event, which was a wonderful event as well as the All-in Cities Workshop. Council Member Shelley Kaplan, reported that the Cathedral City Senior Center is publishing a new quarterly newsletter and their Executive Director will be presenting an update at the next Council Meeting. He reported that Congressman Ruiz attended a tour of the Coachella Valley Vector Control facility in Indio, during the tour they explained the ZICA Virus and how their operations work. He feels that the LGBT Weekend Events were great and commended City Staff and the Committee for doing a great job. He reported that he attended the County of Riverside Senior Inspiration Awards, Lou Perez of Cathedral City received an award, it was a very nice event. He also reported that the Coachella Valley Vector Control will begin a public relations program, "Fight to Bite", which will begin on April 21, 2016 with a 5k walk, this is a week long event. The Boys and Girls Club will be celebrating their 35th Anniversary on April 22nd. He announced that Cathedral City is on the cover of Western City Magazine. Mayor Stan Henry, reported that he attended the League of California Cities Riverside Division Executive Committee Meeting, they are looking for Statewide League Board position applicants, Mayor Pro Tern Pettis has applied and feels that he will represent the City well. On November 14, 2016 Cathedral City will host the League of Cathedral City Page 5 Printed on 4/27/2016 City Council REGULAR MEETING April 13,2016 California Cities Riverside Division Board Meeting. He attended the Candle Light Vigil for Victims, three victims were from Cathedral City. 6. CLOSED SESSION City Attorney Eric Vail announced the City Council will meet in Closed Session to discuss all of the items listed on the Agenda.
