PUBLIC COMMENT There were no members of the public that wanted to address the City Council. 2. STUDY SESSION A. Desert Recreation District Survey Results Recommendation: This item is presented for information, discussion and direction only. Tauri Scott, Administrative Services Director, introduced Richard Bernard from FM3 who will provide the results of the Desert Recreation District Survey results. Richard Bernard, FM3, stated that Fairbank, Maslin, Maulin, Metz & Associates ("FM3') was engaged by the Desert Recreation District ("DRD') to conduct a citywide survey of registered voters to determine the community's level of interest in becoming part of the DRD. The poll was completed during the early part of December. He presented the results of the survey. City Manager McClendon indicated that the sub-commitee will meet to review the results of the survey and develop an action plan that will be brought back to the Council for consideration, this would include an action item and budget amendment to support and advocacy and education, should that be the recommendation of the committee. B. Update from the Cannabis Task Force Recommendation: This item is presented for information, discussion and direction only. City Manager Charlie McClendon, provided an update from the Cannabis Task Force. He stated that the following recommendations were made by the Task Force: Exempting non-cannabis products from the 10% sales tax. Background checks should only be required on owners and managers. Should background checks still be required on all employees, they would like to see the development and issuance of an industry card to employees or potential employees who pass the background check. It was the consensus of the City Council to exempt non-cannabis products from the 10% sales tax. It was not the desire of the Council to remove the background checks on all employees. C. Special Events Update Recommendation: Chris Parman, Communications/ Events Manager, will provide an update on Special Events. This item will be heard during the Regular Meeting of January 23, 2018. D. Discussion on Creating a Sub-Committee for a Lasting Memorial for Mayor Greg Pettis Recommendation: Staffs recommendation is for Council to discuss whether or not they would like to create a "Mayor Greg Pettis Lasting Legacy Memorial Sub-committee" and if so who they would like to appoint. A Sub-committee for a lasting memorial for Mayor Greg Pettis will be made up of Mayor Pro Tem John Aguilar and Councilmember Ernesto Gutierrez. Each of them will appoint a committee member of their choice. 3. CLOSED SESSION The Closed Session Items listed on the Agenda will be heard at the end of the Regular Meeting of January 23, 2019 as listed on the Agenda. A. Appointment of Mayor and Mayor Pro Tern Recommendation: Staff recommends that, in accordance with Section 2.04.180 of the Municipal Code, the City Council appoint Mark Carnevale to serve as Mayor and appoint John Aguilar to serve as Mayor Pro Tern. M.O. 2019-07 City Clerk Tracey Martinez swore in Mark Carnevale as Mayor and John Aguilar as Mayor Pro Tern. He thanked him for his commitment and dedication that he has given to the City. Pat Milos, thanked the City Council and City Manager for the opportunity and for the recognition. • STATEMENT OF PARTICIPATION BY THE CITY CLERK 1. PUBLIC COMMENT Elizabeth Grant, on behalf of the Boys and Girls Club, offered their condolences for the recent passing of Mayor Greg Pettis and wished the new Mayor the best of luck. She announced a new fundraising program that they are launching, "Friends of the Boys and Girls Club"and encouraged everyone to participate. Chip Yarborough, congratulated Pat Milos on his retirement. He also congratulated new Mayor. He expressed his concern with the speed that drivers drive on Landau and would like to see the Council direct staff to do some type of measure to mitigate the speeding issue on Landau. Alan Worthy, thanked Pat Milos for his service. 2. COUNCIL REPORTS Councilmember Raymond Gregory reported that he has been meeting with residents in preparation of the upcoming Goal Setting Session. He also reported that he attended the CVAG Public Safety Committee Meeting and the Coachella Valley Mountains Conservancy meeting representing the City. He, along with Council Member Ernesto Gutierrez and Mayor Mark Carnevale attended the New Mayors and Councilmembers Academy in Sacramento. They received a lot of training in many areas that will be very useful. They met with Assemblyman Eduardo Garcia and the League of California Cities offices while in Sacramento. He reported that he attended a memorial service for Carlos Pineda, a candidate for the City of Palm Desert City Council, another individual that passed away too soon. Cathedral City Page 2 Printed on 3/07/2019 Councilmember Ernesto Gutierrez sent his condolences to the family and friends of Greg Pettis. He attended the grand opening of the first cannabis lab in Cathedral City. He felt that it was very interesting and a very good experience. He felt that the new Mayor and Councilmember Academy was very interesting and helpful. Mayor Pro Tern John Aguilar said a few words about the passing of Mayor Greg Pettis. Mayor Mark Carnevale stated that he feels honored and privileged to serve the city as Mayor; he stated that it is bitter-sweet. He reported that he traveled to our sister city, Tequila, Mexico along with others, which was a very successful trip. An overview of the trip will be given to the City Council at a later date. He stated that the City Council will hold a Goal Setting meeting on Saturday, January 26, 2019. He also announced that there will be a tribute to Mayor Greg Pettis on Monday, January 28, 2019 at the US Holocaust Memorial Museum at 1:00 p.m. 3. Recommendation: Staff is recommending that the City Council reject the bids for construction of the Date Palm Drive and Gerald Ford Drive Sidewalk Gap Closure Project (Project); and, authorize the City Manager to direct Staff to make the necessary revisions to the Specifications for the Project and re- advertise for construction bids.
