Pettis • AGENDA FINALIZATION • STATEMENT OF PARTICIPATION BY THE CITY CLERK 1. PUBLIC COMMENT Brad Anderson, stated that he feels the interview process that the City does is great. It is his hope that the new Coachella Valley Mosquito and Vector Control Board of Trustees that is appointed fills the responsibility for the City. 2. STUDY SESSION A. Interview Applicants for the Planning Commission and Coachella Valley Mosquito and Vector Control Board of Trustee Recommendation: Staff recommends the City Council interview the applicants that have submitted applications for possible appointment to fill one vacant seat on the Planning Commission and one vacant seat on the Coachella Valley Mosquito and Vector Control Board of Trustees. The City Council interviewed the following applicants: Coachella Valley Mosquito and Vector Control Board of Trustees Paul S. Marchand Sergio Espericueta Planning Commission Scott Randall John Rivera The City Council will consider making appointments to the vacant seat on the Coachella Valley Mosquito and Vector Control Board of Trustees and the vacant seat on the Planning Commission during their Regular City Council Meeting scheduled to be held on January 9, 2019 at 6:30 p.m. 3. Pettis 4. JOINT MEETING AGENDA ITEM A. General Plan and Circulation Study Update Recommendation: City Council and the Planning Commission will receive a presentation from City Staff and the project consultant on the status of the General Plan and the Circulation Elements for discussion, comments and direction. Pat Milos, Community Development Director, presented the item and introduced John Cane from Urban Crossroads. John Cane, Urban Crossroads presented the status of the General Plan Update related to the Circulation Elements. After the discussion of the Planning Commissioners and City Council Members, City Manager Charles McClendon indicated that staff will have the consultant take another look at Cathedral Canyon, Perez Road and the extension of Landau to the north. City Manager McClendon stated that John Criste from Terra Nova will be providing a brief update on the Land Use Element covering items since the last presentation was given to the City Council and Planning Commission. John Criste, Terra Nova, indicated that potentially effected residents of the proposed Land Use Element received a notice regarding the proposed changes and requested input. He provided an overview of four areas that were brought up by residents for consideration. Brad Anderson, stated that he feels this process was very interesting and he learned a lot from the presentation. He stated that if anything moves forward on the DaVall Interchange that the City of Rancho Mirage should be notified. 5. ADJOURN JOINT MEETING Mayor Pro Tern Carnevale adjourned the joint City Council and Planning Commission Meeting at 5:35 p.m. 6. PUBLIC COMMENT JoAnne Kennon, thanked the City Council for their support of the North Pole Village and Snow Fest Event and presented them with a plaque. Allen Worthy, stated that the downtown area of Cathedral City is stunning. He expressed his dissatisfaction with the Police Department regarding a previous incident. George Brain, expressed his dissatisfaction with the Century Park and Panorama Park LLD assessments. He feels that they are unfair and would like the City Council to consider removing those assessments. He requested that this discussion be added to a future Council Agenda. Mayor Pro Tem Mark Carnevale requested that staff place a discussion item on Century Park and Panorama Park LLD assessments on the February 27, 2019, Study Session Agenda. Manuel Montoya, indicated that he worked with Lalo Guerrero in the past. He indicated that he is a resident of Cathedral City, and very happy to be, and would like to be involved in the community any way that he can. 2. COUNCIL REPORTS Councilmember Raymond Gregory, reported that he attended the Date Palm Country Club Parade and the Police Department's dedication of the Police Officer Memorial, which was very moving. The Palm Springs International Film Festival is currently going on and the Mary Pickford is showing a number of films. He stated that with the film festival there are a number of individuals that are visiting the City and going to the Mary Pickford Theater and have spoken very highly of the facility. He also reported that he was able to represent the City at the Riverside County Transportation Committee, which he felt was very informative. Councilmember Ernesto Gutierrez, reported that he also attended the Date Palm Country Club Parade and the Police Department's dedication of the Police Officer Memorial. He also reported that he received a tour of the Police Department by Chief Walker. He encouraged everyone to work together to keep moving Cathedral City forward making it a great place to live. Mayor Pro Tern Mark Carnevale, reported that he also attended the same events as Councilmember Gregory and Gutierrez. He stated that he will be traveling to Jalisco Mexico, our Sister City, and he is looking forward to all of the events that they are scheduled to participate in. 3. Council Appointments to Various Local Agencies Recommendation: Staff recommends the City Council review the list of Local Agency Assignments and ratify the appointments. M.O. 2019-01 C. Cathedral Canyon Drive Bridge Contract Amendment 15 Recommendation: Staff recommends the City Council approve Amendment No. 15 to the Design Professional Services Agreement with CNS Engineers, Inc. to provide additional services for the Right- of-Way Phase of the Cathedral Canyon Drive Bridge Project at the Whitewater River in the not to exceed fee amount of $42,845.97; and authorize the City Manager to execute Amendment No. 15. M.O. 2019-02 4. ITEMS PULLED FROM CONSENT A. Sister City Travel Authorization Recommendation: Staff recommends the City Council authorize the planned sister city exchange travel to Tequila, Jalisco January 10-13, 2019 and authorize the necessary budget amendments. Councilmember Gregory, feels that this program is headed in the right direction and would like to see more involvement of Task Force Members and the community participating in the sister city events. He also would like to see the Task Force become financially self sustaining. Appointments to Planning Commission and Coachella Valley Mosquito and Vector Control Board of Trustees Recommendation: Staff recommends the City Council make an appointment to the Planning Commission with a term continuing to June 30, 2020 and an appointment to the Coachella Valley Mosquito and Vector Control Board of Trustees for a two-year Term expiring December 31, 2020. Motion to appoint John Rivera to serve on the Planning Commission to fill the vacant seat with a term continuing to June 30, 2020 and appoint Sergio Cathedral City Page 3 Printed on 2/062019 Espericueta to serve on the Coachella Valley Mosquito and Vector Control Board of Trustees with a term expiring December 31, 2020. Councilmember John Aguilar requested that all future openings on Commissions and Committees be advertised in the Desert Sun. It was the consensus of the City Council to direct staff to draft a policy for Council approval with regard to a Street Sign Topper Program. E. School Logos within the Public Right of Way and School Toppers on Existing Street Name Signs. Manuel Montoya, stated that he supports the program. It was the consensus of the City Council that the Street Tattoos be placed on the side walks. F. Shared Mobility Devices Recommendation: This item is presented for information, discussion and direction only. Ralph Thompson, stated that he would like to see shared mobility devices banned in Cathedral City. It was the consensus of the City Council to direct staff to monitor this issue and bring it back to Council should it become an issue in the City. 7. CLOSED SESSION City Attorney Eric Vail announced that the Council met in Closed Session during the Study Session Portion of the Meeting and discussed Item 7A. Conference with Labor Negotiator pursuant to Government Code 54956.6, there was no reportable action taken.
