Mayor Stan Henry called the Study Session Meeting to Order at 4:30 p.m.

2.A. 2016-54 Update from the Coachella Valley Economic Partnership's Chief
Innovation Officer and Interim Chief Executive Officer,Joe Wallace
Joe Wallace, Interim Chief Executive Officer of CVEP,presented the Coache/la Valley Economic Partnership
2015 Annual Return on Investment/Economic Report and Forecast and the benefits Cathedral City has received
for being a member city.
The Council expressed their concern with paying an increased fee to CVEP for a variety of reasons. In addition to
wanting CVEP to bring in new businesses to Cathedral City, they would also like to see more focus on the
demographics of the City and expansion of current small businesses. They expressed their concern with the
scholarship program CVEP has and its return to the City.
2.B. 2016-57 Draft City Charter •
Eric Vail, City Attorney, gave an overview of Charter Cities versus General Law Cities. He also went over the draft
City Charter and the timeline to place the question of a City Charter on the November 2016 ballot.
It was the consensus of the City Council to direct staff to bring back language options for the following list for
Council to consider to be included in the draft City Charter:
Evaluate the value of adding labor peace agreements
Options for when to go to Districts
Clarify next highest vote getter to make sure it is tied to the election of the vacant seat

Language for qualifications for the City Treasurer
It was also the consensus of the City Council to direct staff to negotiate a contract with Fairbank, Maslin, Maullin,
Metz&Associates to conduct an opinion poll in Cathedral City.
Rosario Avila, Cathedral City, was called to speak. She questioned if a new General Plan would have to be done
if the City were to become a Charter City. She encouraged the Council to go to District Elections.
2.C. 2016-56 2015/2016 Mid-Year Budget Review
3. CLOSED SESSION
City Attorney Eric Vail announced that the City Council will recess to Closed Session to discuss all or some of the
items listed on the Agenda under Closed Session, if time permits, the remaining items will be heard at the end of
the City Council Meeting.
The City Council recessed to Closed Session at 6:13 p.m.
The City Council reconvened at 6:38 p.m. The City Attorney announced that the City Council met in Closed
Session to discuss items 3A. and 3D. under Closed Session. There was no reportable action taken on item 3A.
On item 3D., the Council voted unanimously to direct staff to prepare addendum#3 to the City Manager's
Employment Contract with a salary increase of 2.5%and to bring it back to the City Council for approval at the
next City Council Meeting.

Mayor Stan Henry called the Regular City Council Meeting to order at 6:38 p.m.

1. PUBLIC COMMENT
Bob Terry, was called to speak. He spoke about the Salton Sea and efforts being made to implement a plan to
save the Sea.
Tyrone Pearson, Cathedral City, was called to speak. He spoke about various financial suggestions he has.
. 2. CONSENT AGENDA
Bob Terry, was called to speak. He indicated that he is opposed to allowing motorized vehicles on the bike path,
he feels that it is unsafe. The bike path plan is not what the public wants, they did not ask for it and feels that
the community should have more input into the project. He indicated that burrowing owls were not listed as a
sensitive species in the Mitigated Negative Declaration and feels that they should be.
Rosario Avila, Cathedral City, was called to speak. She indicated that she had several questions regarding the
project that were answered by staff, however, she feels that the public has not been informed properly of this item
so that they can participate in the process in a manner they should be able to. She feels that the City should let
the community know what it happening. She would like to see homelessness be a part of the plan as well as the
displacement issues.
Sergio Espericueta, Cathedral City, was called to speak. He expressed his concern with no meetings being held
in Dream Homes on this project, they want to be a part of the process.

City Manager Charles McClendon,presented a brief Staff Report.
Mayor Stan Henry opened the Public Hearing for comments, there being none, he closed the Public Hearing.
A motion was made by Council Member Kaplan,seconded by Council Member Carnevale,to approve
an Ordinance of the City Council Cathedral City,California,Amending Sections 9.30,9.36,9.40,9.42,
and 9.108 of the Cathedral City Municipal Code Relating to Medical Cannabis.The motion carried by
the following vote:

3.B. 2016-59 Freeway Agreement with the State Department of Transportation
Regarding Interstate Highway 10.
John Core/la, City Engineer,presented the Staff Report for the proposed Freeway Agreement between the City of
Cathedral City and the State Department of Transportation regarding Highway 10.
Mayor Stan Henry opened the Public Hearing for comments from the public, there being none,he closed the
Public Hearing.
A motion was made by Council Member Aguilar,seconded by Council Member Kaplan,to approve the
Freeway Agreement between Cathedral City and the State Department of Transportation regarding

Interstate Highway 10. Motion carried by the following vote:

4. LEGISLATIVE ACTIONS
4.A. 2016-62 Approval of Public Arts Commission Recommendations-Rainbow
Street Art and Temporary Relocation of Paintings
A motion was made by Council Member Aguilar,seconded by Council Member Carnevale,to approve
the placement of Rainbow Street Art on George Montgomery Trail at East Palm Canyon and ratify their
action to temporarily relocate two Val Samuelson paintings for the Historic Homes and Artists Tour.
The motion carried by the following vote:
Council Member Kaplan was in favor of the placement of Rainbow Street Art on George Montgomery
Trail at East Palm Canyon but wanted it to go on record that he was abstaining from voting on the
ratification of the Public Arts Commission's action to temporarily relocate two Val Samuelson
paintings for the Historic Homes and Artists tour due to the fact that he sits on the Board of the Agnes
Pelton Society.

A motion was made by Council Member Kaplan,seconded by Council Member Carnevale,to approve
Special Use Permit#16-002 for Cathedral City High School's"Shakespeare in the Park".The motion
carried by the following vote:

5. COUNCIL REPORTS
Council Member John Aguilar, reported that he attended the Friends of the Library pancake breakfast, which was
very successful. He also reported that on Friday he attended the retirement party of John Mealey, Executive
Director Coachella Valley Housing Coalition, which was very well attended.
Council Member Shelley Kaplan, reminded everyone about the Agnes Pelton Society 5th Annual Home Tour on
Sunday from 11:00 a.m. to 3:00 p.m. He announced that he will be at the Cathedral Center selling tickets for the
event. He reported that he attended the Coachella Valley SCORE Legislative Breakfast. He and Mayor Pro Tem
Greg Pettis rode in the President's Day Parade for Riverside County. He attended the Riverside County
Transportation Commission Budget Meeting. The impact from the reduction in Gas Tax is dramatic,it will impact
Riverside County's available funds for road improvements. He encouraged the Legislature to create better funding
for transportation needs for the present and future. He commended City Staff and those who volunteered their
time to make the Hot Air Balloon Event a great event and all those who made donations making it possible. He
announced that there will be a Grand Opening of the AM PM on Saturday.
Mayor Pro Tem Greg Pettis, announced the Chamber of Commerce will be hosting the Oscars on Sunday at the
Mary Pickford Theater. He reported the Cathedral City High School is producing Copacabana,it should be a

great show, be sure to get your tickets early. Barry Manilow donated all the original costumes for the production.
On Tuesday at 5:30 p.m. Stan Sniff, Riverside County Sheriff, will speak for the Cathedral City Evening Rotary at
the Sunshine Cafe.
Mayor Stan Henry, commended Chris Parman and everyone else who participated in the Hot Air Balloon Event,it
was a great event. He announced that there is a grand opening of the AM PM on Vista Chino and Date Palm,
they are going to have a great announcement. He reported that he and Chief Crum met with the Social Justice
Ministry of the St.Luis Church and ICUC. They are very interested in things that are happening in Cathedral City,
especially economic development. They would like to hold a forum at the Church in late March or early April. He
reminded everyone that West Valley Wednesdays are held on the first Wednesday of each month. On March 2nd
they will have classic car clubs participating in the street fair.
6. CLOSED SESSION
City Attorney Eric Vail announced that the Council will recess to Closed Session to discuss items 6B. and 6C.
listed under Closed Session on the Agenda, which were not heard during Study Session.
The City Council recessed to Closed Session at 7:36 p.m.
The City Council reconvened at 8:15 p.m.
