A. Cannabis Industry Labor Peace Agreements
Recommendation: This item is provided for information, discussion and
direction only.
Ana Cabral, United Commercial Workers Local 1167, stated that they are in
support of lowering the threshold from 20 employees to 10 in order to trigger a
labor union agreement.
It was the consensus of the City Council to add a requirement to the license
renewal section to the Code that a business with ten or more employees must
have signed labor peace agreements to be eligible for renewal.

B. General Fund Year End Review 2017/2018
Recommendation: This item is presented for information, discussion and
direction only.
Tami Scott, Administrative Services Director, presented the FY 2017/2018
General Fund Year End Review.
Alan Carvalho, Cathedral City, stated that he feels the events that are taking
place in the community are helping bring people to Cathedral City and increasing
the revenues throughout the community.

The City Council reconvened at 6:35 p.m.
The Council met in Closed Session to discuss the items listed on the Agenda, the following
direction was given:
3A. Direction was given to staff, there was no further reportable action taken.
38. Parties have been in negotiations and Council has authorized a 30-day extension
to further negotiate, which is November 30, 2018. The City Attorney has been directed to
prepare the necessary documents and authorized the City Manager to sign them. A
Purchase and Sale Agreement will come back to Council for approval at a later date.

Councilmember John Aguilar requested that Item 3C. Consider Authorization of a Short
Term Loan to Coachella Valley Repertory, on the Consent Agenda for a separate vote.
• STATEMENT OF PARTICIPATION BY THE DEPUTY CITY CLERK
1. PUBLIC COMMENT
Alan Carvalho, Cathedral City, played a video which was a tribute to Tim Townsley,
li who recently passed away.
Dr. Scott Adkins and Cody McCabe, College of the Desert, gave an overview of the
College of the Desert highlights and programs. They encouraged everyone to attend
Family Night at the campus which will be held on December 12, 2018.
Scott Robinson, Cathedral City Boys and Girls Club, provided clarification of the
funding request that is being requested by the Club and an overview of the
fundraising efforts and programs they offer.
2. COUNCIL REPORTS
Councilmember John Aguilar, reported that he attended the Patsy Fundraising event
for the High School Symphony, she raised $2,000 for that event and has raised over
$10,000 for the community.
Councilmember Mark Carnevale, reported that he attended the Palm Springs Unified
School District Legislative Breakfast. After the breakfast he had the opportunity to
tour some of the schools, it was so nice to see the dedicated teachers and all the
involvement of the students. He also attended the LGBTQ Veteran Memorial Event,
the local legacy mural unveiling and the Shelter from the Storm event. He
announced that the Senior Center Pasta Suprema Event is sold out.
Councilmember Shelley Kaplan, stated that it is a busy time of year. He reported
that he participated in the California Equality Event, the Coachella Valley Housing
Summit put on by Supervisor Perez, and the City Hall at Your Corner that was held
at the Senior Center. He reminded everyone about Cuisine and Art Tuesdays. He
also reported that he attended the Palm Springs Unified School District Legislative
Breakfast and other events with the Council. He reported that the Cathedral City
High School Homecoming Parade will be held on October 25, 2018. Dia de los
Muertas will be held on October 27, 2018 at Desert Memorial and Spooktacular on
October 28, 2018 in the downtown area. A candidate forum will also be held on
October 28, 2018. He announced that the Palm Springs Gay Pride Parade will be
November 4, 2018. Greater Palm Springs Economic Summit will be held on
Novemebr 8, 2018.
Mayor Pro Tem Greg Pettis, thanked the Council for filling in for him over the last
couple of weeks, he really appreciates it. He attended the LGBTQ Veterans
Memorial and the mural unveiling, both were nice events. He reminded everyone
about the High School Homecoming Parade and about all the other events that will
be taking place in the coming week.
Mayor Stan Henry, reported that it is a busy week and time. He reported that
CVREP held their 10 year fundraising event on Monday, they have done a fantastic
job remodeling the facility. He reminded everyone that the Shelter from the Storm
luncheon will be held on Friday. He attended the mural unveiling and thanked staff
for all of the efforts that went into the event. The Homecoming Parade will be on
Thursday and he is looking forward to support the schools.
Councilmember Mark Carnevale reminded everyone that the Roast of Stan Henry
will be held on November 12, 2018.

adopting the revised City Council Policy Manual, which adds
language regarding engaging with the public on social media

C. Resolution Adopting an Amended Conflict-of-Interest Code for Cathedral
City
Recommendation: Staff recommends that the City Council approve a
Resolution rescinding Resolution 2016-40 and adopting a
Conflict-of-interest Code applicable to designated positions
by incorporating Regulation 2, California Code of
Regulations, Section 8730 -the Standardized Conflict-of-
interest Code as well as Appendices in which members and
employees are designated and disclosure categories are set
forth.

Recommendation: Staff recommends the City Council approve a letter of
support for expansion of the Desert Healthcare District.

Recommendation: It is recommended the City Council:
1) Hold a Public Hearing on the (a) formation of
Improvement Area No. 11 of the City of Cathedral City
Community Facilities District No. 2006-1 (Law Enforcement,
Fire, Paramedic and Park Maintenance Services), and (b)
levy of special taxes.
2) Adopt the following resolutions:
(a) Resolution determining the validity of prior proceedings
and establishing the Improvement Area No. 11 of the City of
Cathedral City Community Facilities District No. 2006-1 (Law
Enforcement, Fire, Paramedic and Park Maintenance
Services).
(b) Resolution calling a special election within Improvement
Area No. 11 of the City of Cathedral City Community
Facilities District No. 2006-1 (Law Enforcement, Fire,
Paramedic and Park Maintenance Services).
3) Hold Election.
4) Adopt the Resolution canvassing the results of the

6. LEGISLATIVE ACTIONS
A. Discussion on Regional Services for the Homeless
Recommendation: Staff recommends the City Council authorize a sub-recipient
agreement with Coachella Valley Rescue Mission (CVRM)
for CDBG funding in the amount of$51,500 for FY18-19 and
authorize a general fund allocation of$51,500 for FY18-19
to CVAG for the regional program to address homelessness.
A presentation was provided to the City Council from Path of Life Ministries on
the services and programs that have been offered to Cathedral City and the
statistics from their outreach.
Ernesto Gutierrez, Cathedral City, stated that he supports CVRM.
The motion includes the authorization of a sub-recipient agreement with
Coachella Valley Rescue Mission (CVRM) for CDBG funding in the amount of
$51,500 for FY 18-19 and to hold off on the funding to CVAG until after the City
Council Goal Setting meetings that will be held in January 2019 where they can
look at alternative funding sources, a comprehensive plan on how it will work and
possible HEAP funding.

B. Short Term Bridge Loan to the Boys and Girls Club
Recommendation: Staff recommends the City Council approve a temporary
"bridge loan" of$25,000 to the Boys and Girls Club of
Cathedral City to be repaid no later than January 31, 2019;
authorize the necessary budget amendment; and authorize
the execution of a promissory note.'

C. Public Arts Funding for Protector and Memorial Plaza
Recommendation: The Arts Commission recommends the City Council
authorize the necessary expenditures from the Public Arts
Fund for the purchase of the Protector Statue ($27,000) and
the installation costs, including construction of the memorial
plaza, not to exceed $15,000; and, repayment of$15,000
into the Public Arts Fund from private fundraising being
conducted by the Police Department to be completed by no
later than December 31, 2018.

D. Approve a Purchase Order with Petrochem Materials Innovation, LLC (PMI)
to Supply and Apply Rubberized Emulsion Aggregate Slurry (REAS) to the
streets in the upper Cathedral City Cove area for the fifth phase of the
City's Pavement Management Program (PMP).
Recommendation: City Staff is recommending that the City Council approve a
purchase order for$363,017.32 with PMI to supply and
apply REAS to the remaining streets in The Cathedral City
Cove area and a segment of East Palm Canyon Drive,
including traffic control and striping; and approve a fifteen
percent (15%) contingency in the amount of$54,452.60
dollars for unforeseeable construction costs and/or
contracting of outside crack sealing services, thereby
making the total encumbrance $417,469.92; and authorize
the City Manager (or designee) to execute the required
contract documents.
Motion to include the approval of a purchase order for $382,497.32 with PMl to
supply and apply REAS to the remaining streets in the Cathedral City Code area,
a, segment of East Palm Canyon Drive and the western half of Da Vall from
Gerald Form to Pomergrannate, including traffic control and striping, a 95%
contingency in the amount of 60,992.60 dollars for unforeseeable construction
costs and/or contracting of outside crack sealing services, thereby making the
total encumbrance $467,609.92, and authorize the City Manager(or designee) to
execute the required contract documents.
