• STATEMENT OF PARTICIPATION BY THE DEPUTY CITY CLERK
1. PUBLIC COMMENT
Bob McKechnie, Executive Director, Cathedral City Senior Center, reported that
there is a new program at the Senior Center called "Friendly Callers." He provided
an overview of the program. He indicated that they are working with Adult Protective
Services, the Office of Aging and Fire Department along with other agencies for this
program.
Alan Carvalho, Cathedral City, stated that he supports the appointment of Danny
Lee to the Parks and Community Events Commission.
2. STUDY SESSION
A. Interview Applicants for the Parks and Community Events Commission
Recommendation: Staff recommends the City Council interview the applicants
that have submitted applications for possible appointment to
fill two vacant seats on the Parks and Community Events
Commission.
There are two applicants that submitted applications to serve on the Parks and
Community Events Commission, Danny Lee and Fergus Currie. Each applicant
was interviewed. The Council will make appointments during the Regular
Meeting as indicated on the Agenda.
B. Update from the Salton Sea Action Group
Recommendation: This item is provided for information, discussion and
direction only.
Salton Sea Action Committee, provided an update on the status of their efforts
related to the Salton Sea and the plan moving forward.
Alan Carvalho, Cathedral City, requested clarification on information he received
regarding run-off being toxic.
Mayor Henry clarified that it is not a true statement.
C. Historic Preservation Ad-Hoc Committee Recommendation
Recommendation: City Staff recommends that the City Council receive and
consider a recommendation from the Historic Preservation
Ad-Hoc Committee and provide staff direction.
Pat Milos, Community Development Director provided the history on the Ad-hoc
Historic Preservation Committee. He indicated that it is the recommendation of
the Ad-hoc Committee that the City Council adopt a Historic Preservation
Ordinance consistent with Chapter 2.08 of the Cathedral City Municipal Code,
that establishes a Historic Preservation Committee as a recommending body to
the Cathedral City Planning Commission and defines the related general rules,
qualifications of members, terms and vacancies, appointment of officers and
establishment of regular meetings. Once established the Committee would
continue to review the proposed Historic Preservation ordinance to define duties
of officers, the process and procedures for the authentication and designation of
Historic sites and districts, placarding of sites, demolition and alteration reviews
of designated sites.
Alan Carvalho, Cathedral City, thanked Pat for his guidance and leadership on
this Ad-hoc Committee and he was proud to be a part of the process.
It was the consensus of the City Council to move forward with the Ordinance.
D. Sister Cities Task Force Update
Recommendation: This item is provided for information, discussion and
direction only.
Stone James, Economic Development Director provided the City Council with an
update from the Sister Cities Task Force.

E. Amendments to Social Media Policies
Recommendation: This item is provided for information, discussion and
direction only.
City Manager Charles McClendon stated that the City has a social media policy,
which applies to staff., and governs the use of the City social media sites and
offers some guidance related to posting information to other non-city groups and
sites. He stated that Councilmember Kaplan requested that a study session item
be brought forward to discuss possible revisions to the social media policy and
possible additions to the Council Policy Manual related to Councilmembers
engaging the public on non-City sites.
It was the consensus of the City Council to add language to the Council Policy
Manual that addresses answers to questions raised on social media should be
answered on the City's social media page, this will apply to Commissions, Boards
and Committees as well. City Manager McClendon will put together language
and bring it back for the Council's approval.
F. Support for Expansion of the Desert Healthcare District
Recommendation: This item is presented for information, discussion and
direction only.
It was the consensus of the Council to send a letter of support for the expansion
of the Desert Healthcare District area, which will be on the November 6, 2018
Election Ballot.
3. CLOSED SESSION
The City Council adjourned to Closed Session at 5:56 PM to discuss the following

1. SPECIAL PRESENTATION
Recognition of Henry Chan, Retiring Reserve Police Officer
Travis Walker, Police Chief, announced that Henry Chan, Reserve Police Officer,
was retiring after 15 years of service. He presented him with a plague in
appreciation for everything that he has done for the Department and his many years
of service.

2. PUBLIC COMMENT
Scott Robinson, CEO Boys and Girls Club of Cathedral City, thanked everyone for
their support of the Annual Meatball Festival, he congratulated all of the winners, the
fundraiser raised $23,000. He announced that on December 3, 2018, they will be
holding their Annual Holiday Extravaganza.
Patrick O'Dowd stated that he serves on the Coachella Valley Water District Board
and gave an overview of the many boards that he serves on for the benefit of the
members of the community. He stated that he also serves on the Advisory Council
for Cal State San Bernardino, Palm Desert Campus and they will be holding the First
Annual Mardi-Gras Festival in February of 2019. He asked that everyone mark their
calendars and plan to attend. This event will benefit the Hospitality Management
Program.
3. COUNCIL REPORTS
Mayor Pro Tem Greg Pettis, reported that he participated in the International Walk to
School Day Event, it was great to see the turnout,from the community and public
safety employees. The Cathedral City Rotary Club will be holding a fundraising
event, a Roast of Mayor Stan Henry, which will be held at the Mary Pickford Theater,
all proceeds will benefit the Rotary.
Councilmember John Aguilar, reported that he also attended the International Walk
to School Day Event. He attended the Annual Meatball Festival that the Cathedral
City Boys and Girls Club benefitted from. He also attended the Public Safety
Recognition Luncheon, where several employees were recognized for their
accomplishments.
Councilmember Shelley Kaplan, also reported that he attended the Public Safety
Recognition Luncheon and the Tribe's Annual Dinner in the Canyon, which is a
fundraising event, which benefits their education program. The Cathedral City
Senior Center will be holding their annual fundraising event, Pasta Supremo, on
October 26, 2018 at 6:00 p.m. This upcoming week is Fire Safety Awareness Week.
The Fire Department will be hosting their Annual Pancake Breakfast. The Schools
will be doing a Street Tattoo program beginning October 22, 2018. CVREP is
hosting a fundraising event on October 22, 2018. City Hall at Your Corner will be
held on October 23, 2018, at the Senior Center and will be hosted by he and Mayor
Pro Tem Pettis.
Mayor Stan Henry, apologized that he was unable to attend the Public Safety
Recognition Luncheon, he was out of town. He was able to attend the Employee
Appreciation Breakfast on Thursday. He participated in the League of California
Cities Annual Golf Tournament. Leisa Lukes won in the Woman's putting and
chipping contest. On October 26, 2018 the Shelter From the Storm Hats Off
Luncheon will be held.

demands in the aggregate sum of$5,849,928 for the month
of September 2018.

Recommendation: Staff recommends the City Council provide second reading

Uniform Mitigation Fee.

A. Streets Vacation 2018 - 02: Public Hearing to Vacate certain Streets, Alleys,
Public Highway Easements and Utility Easements at the Southwest
Quadrant of East Palm Canyon Drive and Van Fleet Avenue.
Recommendation: Staff recommends the City Council hold a Public Hearing;
confirm City Staffs findings contained in the Resolution of
Vacation for VAC 2018-02; adopt the Resolution,
conditionally Vacating all or portions of Street Lots "II"
(Grove Street), and Lot"KK" ("A" Street) and alley Lot"J",
as shown on the map of Cathedral City, filed in Book 13, at
Pages 24 through 26, inclusive, of Maps, Records of
Riverside County; an alley within Lot 164 of said Cathedral
City as shown on map in Book 11, at Page 11 of Records of
Survey, Riverside County records, and any public street,
public utility and public service easement uses on portions of
Lots 151 and 165 of said Cathedral City, together with
various utility and public service easements reserved from
previous vacation proceedings on portions of said Lots "Il"
and "KK" and on a portion of the alley in Lot 164, all located
within the East half of Section 33, Township 4 South, Range
5 East, San Bernardino Meridian, and South of East Palm
Canyon Drive, between Van Fleet Avenue and West Buddy
Rogers Avenue; and approve the use of the format in the
sample Resolution attached as Exhibit "C" to the Vacation

Recommendation: Staff recommends the City Council make appointments to
the Parks and Community Events Commission to fill two
vacant seats on the Commission, one with a term continuing

to June 30, 2020 and one continuing to June 30, 2021.
The Motion is to include the appointment of Fergus Currie to serve on the Parks
and Community Events Commission with a term continuing to June 30, 2020 and
Danny Lee to serve on the Parks and Community Events Commission with a
term continuing to June 30, 2021.

Recommendation: Staff recommends the City Council approve the amendment
to the advertising-agreement between SunLine Transit
Agency and the City of Cathedral City.

C. Budget Amendment for Organizational Revisions
Recommendation: Staff recommends the City Council authorize an amendment
to the general fund budget in the amount of$149,836 and
authorize the addition of part-time office assistant positions
to supplement existing staff.
Sandy Ramsey-Woods, President AFSCME 3961, indicated that AFSCME is
opposed to the Budget Amendment on the Agenda for organizational revisions.
She outlined their concerns and requested that the Council not take action until
which time the required meet and confer, in good faith, process has taken place.
The motion is to include the authorization of an amendment to the general fund
budget in the amount of $154,236, which includes the $4,400 as requested by
Mayor Pro Tem Pettis for additional barricades for the High School Homecoming
Parade, and authorize the addition of part-time office assistant positions to
supplement existing staff. Staff was also directed to consider full-time position at
the next budget discussion for the upcoming budget cycle.

D. Tax Rates for Cannabis Manufacturing
Recommendation Staff recommends the City Pp Council approve a Resolution
establishing new tax rates for cannabis manufacturing
businesses.
Ana Cabral, United Food and Commercial Workers Union Local 1167, expressed
their support for the proposed Resolution.
Mayor Pro Tem Pettis requested that he would like two future Study Session
Items for discussion to include Labor Peace Agreements with cannabis
businesses and the cash only requirement for cannabis businesses.
This motion includes that the collection of the new taxes will be effective
November 1, 2018.

E. The Coachella Valley Rescue Mission (CVRM) homeless services and
programs.
Recommendation: This item is presented for the City Council's discussion,
information and direction. Staff recommends that if the
Council is ready to act on CDBG allocations a motion be
made identifying funding to direct to CVRM.
A presentation was given on the Coachella Valley Rescue Mission (CVRM)
homeless services and programs that they provide to Cathedral City.
Alan Carvalho, felt that there was great dialog during this item and he feels the
more is known the better understanding everyone will have, he learned a.lot.
Staff was directed to bring back an action plan on how the programs will work
together.
