RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CATHEDRAL
CITY, CALIFORNIA, SUPPORTING THE IMPLEMENTATION OF SB
1193 HUMAN TRAFFICKING PUBLIC NOTICES
WHEREAS, IN 2010, the United States Department of Justice recognized the
increase of trafficking activity in the Inland Empire and the Coachella Valley; and
WHEREAS, resources were provided to form an Anti-Human Trafficking Task
Force to search the trafficking activity and rescue victims; and
WHEREAS, the Riverside County Anti-Human Trafficking Task Force (RCAHT)
works to identify and rescue victims of human trafficking, proactively investigate,
identify, apprehend, and prosecute those engaged in human trafficking, and promote
greater public awareness through marketing, trainings, and understanding of the nature
and scope of human trafficking within the County of Riverside; and
WHEREAS, in September 2012, California Governor Jerry Brown signed Senate
Bill 1193 into law; and
WHEREAS, SB 1193 created a very specific legal requirements for certain types
of businesses to display public notices on slavery and human trafficking; and
WHEREAS, these human trafficking notices must now be displayed in a
conspicuous place, either near the public entrance or in a location in plain view of both
the public and employees; and
WHEREAS, these posters are required at the following types of business
establishments: adult or sexually oriented businesses, on-sale general public premise
licenses under the Alcoholic Beverage Control Act, airports, passenger rail or light rail
stations, bus stops, truck stops, emergency rooms within acute care hospitals, urgent
care centers, farm labor contractors, privately operated job recruitment centers,
roadside rest areas, and businesses that offer massage or bodywork services; and
WHEREAS, recognizing this, the Riverside County Anti-Human Trafficking Task
Force (RCAHT) has created a poster that meets all the legal requirements of this recent
law.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CATHEDRAL
CITY DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council declares a Public Safety Need to support the
implementation of SB 1193 Human Trafficking Public Notices.
SECTION 2. With the Implementation of SB 1193 Human Trafficking Public
Notices, Cathedral City will utilize the Human Trafficking Notices that were created by
the Riverside County Anti-Human Trafficking Task Force which meets all the legal
requirements to be displayed in the required business establishments.
SECTION 3. The City Clerk shall certify as to the adoption of this Resolution and
shall cause the same to be processed in the manner required by law.
