Pettis, Council Member Shelley Kaplan, Council Member Mark Carnevale, and Council Member John Aguilar • AGENDA FINALIZATION • STATEMENT OF PARTICIPATION BY THE DEPUTY CITY CLERK 1. PUBLIC COMMENT Terry Nelson, Cathedral City, was called to speak. He thanked the Fire Chief for amending the Fire Code Ordinance with regard to smoke alarms. He also thanked the Police Chief for everything that the Department does for the City. Angel Figueroa, Cathedral City, was called to speak. He thanked the Fire Chief for everything that the Department does throughout the community. Nancy Bloomer, Cathedral City, was called to speak. She expressed her concern with the parking on "A"Street and emergency vehicles being able to access the street if there were to be an emergency. 2. STUDY SESSION 2.A. 2015-372 Boys and Girls Club Funding Request Scott Robinson, Director Boys and Girls Club of Cathedral City, indicated that they are requesting an additional $10,000.00 to be used toward their"Education Enrichment Program". He gave an overview of the program and how it benefits the participants. He thanked the Council for their continued support of their Club. Alan Carvalho, Cathedral City, was called to speak. He expressed his support for the Boys and Girls Club. Valerie Schechter, Cathedral City, was called to speak. She also expressed her support for the Boys and Girls Club. It was the consensus of the City Council to direct Staff to bring this item to the Council at a future meeting for action. 2.B. 2015-374 Civic Center Lease Space Cathedral City Page 1 City Council Study Session STUDY SESSION September 23,2015 Denise Rodriguez-Bowman, Cathedral City, was called to speak. She feels that the vacant space should be used for the community. She suggested allowing the SCRAP Gallery to use the space. She feels that having a facility for low cost programs for children would be in the best interest of the Community. Simeon Den, Cathedral City, was called to speak. He stated that he is an art advocate and feels that allowing SCRAP Gallery to utilize the available space would be a great benefit to the community. He also supports the possibility of having a City Art Gallery. Valerie Schechter, Cathedral City, was called to speak. She indicated that she feels that the vacant space should be used for community use and she would love to see the SCRAP Gallery located there. Alan Carvalho, Cathedral City, was called to speak. He expressed his support of having the SCRAP Gallery utilize the vacant space as well as a Public Art Gallery. Tami Scott,Administrative Services Director, stated that staff is currently looking for a location to house the Scrap Gallery. It was the direction of the City Council to leave the space vacant at this time but to keep this item on the list of items to bring back to the Council at a future date. 2.C. 2015-379 Fireworks Final Report Fire Chief Paul Wilson,presented the final report on the Fireworks Sales for 2015. 3. CLOSED SESSION City Attorney Charles Green announced that the City Council will meet in Closed Session to discuss the following Closed Session Item that is on the Regular City Council Meeting Agenda: 6A. City Council as Successor Agency-Conference with Real Property Negotiator Pursuant to government Code Section 54956.8 Property Location: Approximately 15 acres at NW Corner of East Palm Canyon Drive and Date Palm Drive. Property Owners: City Urban Revitalization Corporation&Wessman Development Negotiating Parties: City of Cathedral City, City Urban Revitalization Corporation&Wessman Development Under Negotiations: Property Negotiations The City Council convened into Closed Session at 5:32 p.m. The City Council reconvenned at 6:30 p.m. City Attorney Charles Green reported that the City Council met in Closed Session and there was no reportable action taken. PUBLIC COMMENT Karen Panico-VVillis, Cathedral City, was called to speak. She reminded everyone about the Police Department Meet and Greet event that will be held on Wednesday and encouraged everyone to attend. Alan Carvalho, Cathedral City, was called to speak. He announced that there will be an art event at City Hall just prior to the Meet and Greet and encouraged everyone to attend both events. 2. LEGISLATIVE ACTIONS 4.A. 2015-376 Legal Services Related to Medical Marijuana Ordinances and Permits A motion was made by Council Member Aguilar,seconded by Mayor Pro Tem Pettis,to authorize an Engagement Letter with Vicente Sederberg to provide Medical Marijuana related legal services.The motion carried by the following vote: Aye: 5- Mayor Henry, Mayor Pro Tern Pettis, Council Member Kaplan, Council Member Carnevale,and Council Member Aguilar Enactment No: M.O.6462 4.B. 2015-377 Lease Agreement with Verizon Wireless for a Site at the Dennis Keat Soccer Park. A motion was made by Council Member Kaplan,seconded by Mayor Pro Tern Pettis,to approve a Site Lease Agreement between the Los Angeles SMSA Partnership d/b/a Verizon Wireless and the City of Cathedral City to allow Verizon Wireless to sublet a portion of the city-owned property located at the Dennis Keat Soccer Park,and for the construction of a facility to house the telecommunication equipment;and accept a$2,500 monthly rent payment plus a three(3%)increase of the rent paid during the previous year;and authorize the City Manager(or designee)to execute the agreement.The motion carried by the following vote: Aye: 5- Mayor Henry, Mayor Pro Tern Pettis, Council Member Kaplan, Council Member Carnevale,and Council Member Aguilar Enactment No: M.O.6463 5. COUNCIL REPORTS Council Member Shelley Kaplan, reported that he attended, along with Mayor Pro Tern Pettis, the ground breaking for the Salvation Army gym and classroom facility, which will be a very nice addition to the City. There was a good presentation from the PSUSD at the last Rotary Meeting. It was repotted that Cathedral City High School is a designated State of California Golden School. A joint meeting was held between the City Council and the Agua Caliente Tribal Council on Wednesday, September 16, 2015, discussions were held on the various projects going on throughout the City. He reported that he and Councilmember Carnevale met with a Time Warner representative regarding their recent merge with Charter Cable, there should be some good things for the residents that come out of this merge. He attended the 20th Annual Valley Wide Employment Expo., which was well attended. He stated that he represents the City Council on the Cathedral Center Board. The Board met to do some strategic planning. They will be holding a health fair on Friday. He encouraged everyone to attend the Meet and Greet with the Police Department and the Public Arts Event on Wednesday and the Throw Back Thursday event on Cathedral City Page 2 Printed on 10/27/2015 City Council REGULAR MEETING September 23,2015 Thursday. Council Member Mark Camevale, attended the Homeless Committee meeting. He also attended the Publilc Safety Committee where there was discussion on drones. He also attended the Animal Campus meeting where they discussed the dangers of pitbulls. He and Mayor Pro Tern Pettis attended the Board of Realtors luncheon, which he felt was very interesting. Mayor Pro Tern Greg Pettis, announced that the City Council will hold a joint meeting with the CVWD on Monday, September 28, 2015 and encouraged residents to attend. Mayor Stan Henry, reported that CVWD will install smart controllers at not cost to residents. He reported that he attended the Desert Valley Builders Association General Membership Meeting, he felt that it was very interesting. Friday the Chamber of Commerce will host their Golf Tournament and the Grand Opening of the Dairy Queen will be held on Tuesday. He also reported that on Monday, September 28, 2015 at 4:30 CVAG will hold their Executive Committee Meeting and CV Link will be discussed. 6. Motion by Mayor Pro Tern Pettis, seconded by Council Member Kaplan, to increase the base compensation of Cathedral City Page 3 Printed on 10/27/2015 City Council REGULAR MEETING September 23,2015 the City Manager by 5%effective October 1, 2015, or the next pay period that begins thereafter.
