A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CATHEDRAL CITY, CALIFORNIA, RESCINDING RESOLUTION NO.
95-20 THUS DESIGNATING NO PEFERENCE OF MATERIALS IN
THE CONTRACT BIDDING OR PURCHASE OF TRAFFIC SIGNAL
EQUIPMENT AND APPURTENANCES.
WHEREAS, the City Council finds that traffic signal maintenance and construction is
an important part of the City's traffic and public safety program; and
WHEREAS, the City Council recognizes that in the past 20 years there has been
significant technological advances made in the areas of traffic signal equipment,
emergency preemption devices and all related appurtenances to make the traffic signal
systems complete; and
WHEREAS, the City Council wants to maintain a high quality and technologically
sound traffic signal system; and
WHEREAS, the City Council wants to keep the costs and equipment requirements
for traffic signal systems as reasonable as possible; and
WHEREAS, the City Council finds that Resolution No. 95-20, is not applicable or
necessary; and
WHEREAS, the City Staff will continue to select future equipment under the
standardized purchasing guidelines of the City; and
WHEREAS, the City Staff will continue to select future equipment that will integrate
with the existing equipment;
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of
Cathedral City as follows:
SECTION 1. The City Council of the City of Cathedral City hereby finds it to be in
the City's and the public's best interest to allow the bidding and purchase of alternative
traffic signal equipment, emergency preemption devices and all the related appurtenances
necessary to make the traffic signals complete.
SECTION 2. The City Council orders that Resolution No. 95-20 be rescinded in its -
entirety as it no longer applicable or necessary.
SECTION 3. The City Council orders that future equipment selected would be done
under the standardized purchasing guidelines of the City and integrates with existing
equipment.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council of
the City of Cathedral City held on this 14th day of October, 2015, by the following vote:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CATHEDRAL CITY, CALIFORNIA, DESIGNATING A
PREFERENCE OF MATERIALS IN THE CONTRACT
BIDDING OR PURCHASE OF TRAFFIC SIGNAL
EQUIPMENT AND APPURTENANCES.
WHEREAS, the City Council finds that traffic signal maintenance and construction
is an important part of the City's traffic and public safety program; and
WHEREAS, the City Council wishes to preserve the high quality of this system and
its components; and
WHEREAS, the City Council desires to keep the costs and reserve equipment
requirements of this maintenance as reasonable as possible; and
WHEREAS, the existing City Traffic Signal system is made up almost entirely of
Traconex brand Traffic Signal controllers, equipment and appurtenances, and 3M brand
Emergency Vehicle Preemption Equipment; and
WHEREAS, The State Public Contracts Code requires that a finding be made for
the preference of materials under Chapter 3, Article 5, Section 3400 of the State Code;
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Cathedral
City, pursuant to the applicable provisions of Chapters 3 and 12 of the Cathedral City
Municipal Code, as follows:
SECTION 1. The City Council of the City of Cathedral City hereby finds it to be in
the City's and the publics best interests'to designate a preference of materials in the
contract bidding and purchasing of traffic signal controllers, equipment and appurtenances,
and traffic signal preemption equipment.
SECTION 2. The City Council hereby orders that Traconex brand signal controllers
and traffic signal equipment and appurtenances shall be the sole designated equipment
used for this purpose, and 3M Opticom brand emitters, detectors and appurtenant
equipment shall be the sole designated equipment used for the purpose of emergency
vehicle preemption.

SECTION 3. Not withstanding the above, City Staff shall always be aware of and
consider signal and preemption equipment brands made by other providers that could be
considered for approved equal status, and shall investigate such equipment for use with
the City's signal systems, provided they are equal or better in quality, reliability, availability,
function, service life and costs, and are wholly compatible with all existing system
components.
