Pettis, Council Member Shelley Kaplan,and Council Member Mark Carnevale Absent 1 - Council Member John Aguilar A motion was made by Mayor Pro Tern Pettis,seconded by Council Member Kaplan,to excuse the absence of Councilmember Aguilar.The motion passed by the following vote: Aye: 4- Mayor Henry, Mayor Pro Tern Pettis, Council Member Kaplan, and Council Member Camevale Absent: 1 - Council Member Aguilar • AGENDA FINALIZATION PUBLIC COMMENTS Ronald S. Levey, M.D., Eisenhower Neuroscience Institute, was called to speak. He requested that the City Council consider raising the age limit to 21 for those to be able to purchase tobacco. He presented some statistical information to the Council and encouraged them to contact him with any questions that they may have. Peter Mailer, Cathedral City, was called to speak. He expressed his concern with various issues at the Cathedral Canyon Country Club Mobile Home Park. He requested help from staff and Council. STUDY SESSION A. 2015-361 Update on the Condition of Existing Bridges and Planned Bridge Projects within Cathedral City. John Corella, City Engineer,gave an update on the condition of existing bridges and planned bridge projects within the City. B. 2015-334 Update-Vacation Rental Program Tami Scott,Administrative Services Director,gave an update on the Vacation Rental Program. C. 2015-363 City Hall Business Hours Cathedral City Page 1 City Council Study Session STUDY SESSION September 9,2015 Tami Scott,Administrative Services Director,gave the history on the hours of City Hall and an update on current hours. CLOSED SESSION City Attorney Charles Green announced that the City Council will meet in Closed Session to discuss the following: CITY COUNCIL AS SUCCESSOR AGENCY-Conference with Real Property Negotiator Pursuant to Government Code Section 54956.8 Property Location: Approximately 15 acres at NW Corner of East Palm Canyon Drive and Date Palm Drive Property Owners: City Urban Revitalization Corporation&Wessman Development Negotiating Parties: City of Cathedral City, City Urban Revitalization Corporation&Wessman Development Under Negotiation: Property Negotiations The City Council temporarily adjourned into Closed Session at 5:25 p.m. The City Council reconvened at 6:25 p.m. City Attorney Green announced that the City Council met in Closed Session and there was no reportable action taken. He announced the three events that they hold each year. He shared a mural that was done by the children of the community that will be displayed. 3. COUNCIL REPORTS Council Member Mark Carnevale, reported that he received a complaint with regard to the lighting at the Soccer Park and questioned if staff was working on something to mitigate the problem. Cathedral City Page 2 Printed on 9/17/2015 City Council REGULAR MEETING September 9,2015 City Manager Charles McClendon, responded that staff is looking into the complaint and will report back to the Council with a status report. Council Member Shelley Kaplan,reported that he is representing the City on the Cathedral Center Board. Recently a Strategic Planning Meeting was held, which he feels was very productive. A valley-wide employment expo will be held on September 10, 2015 at the Riverside County Fairgrounds. Mayor Pro Tem Greg Pettis, reported that he provided a copy of the Coachella Valley Neighborhood Electric Vehicle Plan to each Council Member and staff. The State of California requires that this report be done. He feels that it is very interesting reading and encouraged everyone to read it. Mayor Stan Henry, reported he and Mayor Pro Tem Pettis met with representatives from the Chamber for the quarterly update, they will be moving to a new location on Perez Road and will host an open house soon. He along with members of the City Council and staff attended the Senior Center birthday celebration and luncheon. It was a nice event. On Monday he went to the Cabazon outlets and he noticed that they have 8 Tesla Charging Stations. He suggested working with Tesla on getting some charging stations in downtown. Friday is 9/11, please remember all those first responders and victims. He also reported that Dairy Queen held a job fair. 7.
