• ROLL CALL AND STATEMENT OF PARTICIPATION BY THE CITY CLERK
Present 4- Mayor Stan Henry, Council Member Shelley Kaplan, Council Member Mark Carnevale,and
Council Member John Aguilar
Absent 1 - Mayor Pro Tern Gregory S. Pettis
A motion was made by Council Member Kaplan,seconded by Council Member Carnevale,to
excuse the absence of Mayor Pro Tm Pettis. The motion carried by the following vote:
Aye: 4- Mayor Henry, Council Member Kaplan,Council Member Carnevale, and Council Member
Aguilar
Absent: 1 - Mayor Pro Tem Pettis
• AGENDA FINALIZATION
Council Member John Aguilar, requested that Item C. on the Sudy Session Agenda-City Charter Election
Discussion be postponed to a future Agenda when all of the Council Members are in attendance.
PUBLIC COMMENTS
Sergio Espericueta, Cathedral City, was called to speak. He requested that when the Council discusses the
potential of becoming a Charter City that they also discuss changing from an at large election to a district election
with the Mayor being elected at large. He feels that this may motivate people to participate.
David Paquette, Cathedral City, was called to speak. He stated that he lives on Conception Road and expressed
his concern with traffic going 60 mph. down the street and would like to see some type of traffic calming
implemented. He requested that they paint the tennis courts at Panorama Park for pickle ball, indicating that
residents can still play tennis even with the courts being painted for pickle ball. He stated that Grid Solar
Alternatives has programs for residents and requestedt that the City support the programs that they offer. He
encouraged the Council to retook at the window sign Ordinance.
STUDY SESSION
A. 2015-164 Proposed State Marijuana Legislation
Erin Sasse, League of California Cities, gave an overview of AB 34 and AB 266. She indicated that the League
opposes AB 34 and supports AB 266 and requested that Cathedral City does the same.
It was the consensus of the City Council to support the League of California Cities recommendation and to direct
staff to preapre a letter indicating the same.

C. 2015-153 City Charter Election Discussion
This item was not heard,it will be brought back to the City Council at a later date.
D. 2015-166 Economic Development Update
Leisa Lukes, Economic Development Manager,gave an update on Economic Development in the City. She went
over future projects, housing developments, new parks, infrastructure projects and capital improvement projects.

Mayor Henry called the May 13, 2015 City Council Meeting to order at 6:30 p.m.

The Pledge of Allegiance was led by Council Member John Aguilar.

Nikohl Vandel, Desert Hot Springs, was called to speak. She spoke on various items. She stated that she was
able to watch the start of the
Veteran's Run in Coachella Valley and feels very strongly that Veteran's should be protected.
Allen Worthy, was called to speak. He feels that homelessness is a problem that needs to be addressed in the
Valley.
Tyrone Pearson, Cathedral City, was called to speak. He congratulated the Council on running the City well. He
also congratulated the High School on their foreign language program.

5.A. 2015-172 Community Development Block Grant(CDBG) Fiscal Year 2015
Annual Action Plan
Council Member Aguilar,requested that a representative of Roy's Desert Resource Center and a representative
from the Cathedral Center come to a future Council Meeting to give an overview of their centers and the programs
they offer.
Mayor Henry opened the Public Hearing.
Margaret Muhr, Cathedral City, was called to speak. She questioned why the Boys and Girls Club was not
receiving any allocation through CDBG funding.
Pat Milos, Community Development Director,responded that they were considered, however, they do not meet the
requirements under the Department of Housing and Urban Development(HUD).
Mayor Henry closed the Public Hearing.
A motion was made by Council Member Kaplan,seconded by Council Member Aguilar,to approve the
FY 2015 Annual Action Plan and to authorize the City Manager to execute the new SF-424 application.
The motion carried by the following vote:

5.B. 2015-163 An Interim Urgency Ordinance Of The City Council Of The City Of
Cathedral City Pursuant To California Government Code Section
65858 Imposing A Temporary Moratorium On.The Establishment,
Installation, Placement, Construction And/Or Expansion Of
Attended And Unattended Collection Donation Bins,To Take
Effect Immediately Upon Adoption.
Karen Panico-Willis, Cathedral City, was called to speak. She expressed her concern with individuals coming into
town soliciting and questioned if this could be a part of this item or addressed at another time.
Tyrone Pearson, Cathedral City, was called to speak. He encouraged the Council to keep moving forward and to
stay on top of the laws.
A motion was made by Council Member Kaplan,seconded by Council Member Carnevale,to approve
an Interim Urgency Ordinance of the City Council of the City of Cathedral City pursuant to California
Government Code Section 65858 imposing a temporary moratorium on the establishment,installation,
placement,construction and/or expansion of attended and unattended collection donation bins,to
take effect immediately upon adoption.The motion carried by the following vote:

5.C. 2015-147 Update on Achievement of City Council Goals for 2015
City Manager, Charles McClendon gave an update on the City Council goals that have been achieved to date
since the goals were established by Resolution in February 2015.
5.D. 2015-150 2015 Emergency Operations Plan and Associated Annexes (CC
EOP).
A motion was made by Council Member Aguilar,seconded by Council Member Kaplan,to approve the
draft Cathedral City Emergency Operations Plan(CC EOP)and Annexes dated May 2015.The motion
carried by the following vote:

A motion was made by Council Member Kaplan,seconded by Council Member Carnevale,to approve
the following:
Approve a Resolution of the City Council of the City of Cathedral City,California initiating proceedings
for the Annual Levy of Assessments for the City of Cathedral City Street Lighting and Landscaping
Maintenance District No.1 for Fiscal Year 2015/2016.
Approve a Resolution of the City Council of the City of Cathedral City,California,declaring its intention
to Levy and Collect Assessments for the City of Cathedral City Street Lighting and Landscaping

Maintenance District No.1 for Fiscal Year 2015/2016.
Approve a Resolution of the City Council of the City of Cathedral City,California for preliminary

The motion carried by the following vote:

6. COUNCIL REPORTS
Council Member Kaplan,reported that he attended the Coachella Valley Water District tour and presentation ont
the Chromium 6 issue that sections of the Valley are facing. This will have an impact of many of us, it could
result in an increase in water bills in the$30 to$50 per month range. He attended an impact event and Economic
Update on Salton Sea and the potential impact on tourism in the Valley. It was a well done presentation. If the
issues are not addressed there can be a large impact on health. This is a critical issue that needs to be focused
on. This will be an ongoing issue for discussion. He stated that there is an opportunity to participate in the
PACE program, which will allow residents to implement energy conservation projects within their home.
7. CLOSED SESSION
City Attorney Charles Green announced that all of the Closed Session Items that are listed on the agenda were
heard during the Study Session Agenda. There were no reportable actions taken.
